1. Lucky Way ROW Vacation - Enochs.
Schuyler Enochs owns the property on the Northeast corner of 10' Street and the property
adjacent to it. Mr. Enochs has requested the vacation of the south half of Lucky Way ROW
befinreen S. 10 Street and Brian Ave. and requests the vacated portion of Lucky Way be
reverted to him. The motion was made and Tra�c Commission agreed unanimously for the
vacation to go forward on the conditions that all Engineering stipulations are met. Those
stipulations being:
• If the requested ROW is vacated, comparable ROW will be given at Ustick and
10` Street.
• Provided ROW will preserve the Utilities corridor and provide sufficient width for
� Utility vehicles to access the Drain
• Burying of Drain meets Engineering Review

2. Request 4-Way Stop at Ustick � Montana — Dave Smith.
Dave Smith contacted the Mayor requesting the intersection at Ustick Rd. & Montana Ave.
be converted from the present 2-Way stop to a 4-way stop. According to Mr. Smith,
increasing development in the area is making the above intersection congested and difficult
to navigate.
Chairman Law discussed a project currently underway at the above intersection intended to
make it more manageable. Chairman Law suggested tabling this request until the project
underway is complete, allowing the effect of the modifications to be condsidered .
The motion was made and Traffic Commission agreed unanimously.

3. Request "Re-installment of Stop Sign" at Maple Street � Airport Ave.
Mr. & Mrs. Pearson make the above request in effort to deter drivers from speeding through
their neighborhood. Chief Sobba commented that Stop signs should not be used as a
means for controlling speed. The motion was made and Traffic Commission agreed
unanimously to have Chief Sobba review the intersection and report back to the
commission.

until further review.

. 4. Request to vacate portion of easement — Cheri Moore
Ms. Moore requests to vacate a portion of Charmae Street specifically the bus and
emergency tumaround area in order to fully maximize the property for mixed use
development. Chairman Law explained that this particular easement was established for
Windstone Estates, a residential mobile home park, and is no longer necessary with the
redirection of the property use. Engineering agrees to the vacation on the stipulation that an
easement of 10' remain and sufficient width is given to easily make the turn into Charmae.
The motion was made and Traffic Commission agreed unanimously to recommend in favor
of the vacation provided remaining easements meet Engineering review.

5. Request intersection study — Ustick Rd. � Airport Ave.
Mr. Jim Thomas requested the intersection of Ustick Rd. & Airport Ave. be studied. Mr.
Thomas is concerned that Newbury Subdivision will significantly increase the amount of
traffic through the above referenced intersection. With the subdivision not yet built, any
information gathered or studied at this time would be irrelevant to the concem. The motion
was made and Traffic Commission agreed unanimously to recommend in favor of monitoring
the situation as it evolves.

6. Request intersection study — Ustick Rd. 8� Lake Ave
Richard Howard requests the intersection of Ustick Rd. & Lake Ave be reviewed for signage
� change due to the number of accidents at that intersection. Mr. Howard feels the
intersection may be confusing to drivers and suggests changing it to a 4-way stop. The
motion was made and Traffic Commission agreed unanimously to have a warrant study
done and review the results for consideration.

7. Request to vacate portions of Cedar Street and Michigan Ave. — Scott Fulcher
Scott Fulcher has requested to vacate public ROW on the above sections of roadway
between 16 Ave. and Franklin Rd. This vacation request has previously been before the
Traffic Commission and City Council. It does meet requirements of the decision tree. The
motion was made and Traffic Commission agreed unanimously to not change its original
recommendation for the vacation to go before City Council. Mayor Nancolas abstained from
the vote.

This concluded the meeting and the meeting was adjourned.
The next Tra�c Commission meeting is scheduled for May 1st at 10:30 am
