Old Business -
1. Request staggered Stop Lines at 24 8� Blaine — Chief Sobba
There are two left turning lanes from 24' Avenue onto Blaine Street. A citizen suggested the
Stop Lines be staggered at the above intersection to allow better vision for the inside turning
lane.

agreed unanimously to request the Street department stagger the outside right bar back 10' from
the inside left bar.

New Business
2. Request to pave Laster Lane and incorporate two speed bumps (Philip Erikson)
Mr. Erikson, a resident outside of City limits, made the above requests. A motion was made and
the Traffic Commission agreed unanimously to decline the petitioners request for Speed Bumps,
remaining consistent with past requests.
A second motion was made and the Traffic Commission agreed unanimously to have Tim King
contact Mr. Erickson and explain the L.I.D. process. Then if Mr. Erickson is still interested, invite
him to annex into the City and have him invite other interested neighbors to annex, then form
and participate in a paving L.I.D.

3. Request for "Stop Signs" on Arthur Street (Deborah Speis)
According to Chief Sobba, complaints of speeding on Arthur Street has been an on-going
situation and has been being addressed by the CPD. It is Chief Sobba's opinion that the ITD
Blaine/ Cleveland project is currently adding to the situation and has caused increased
frustration to residents of Arthur Street.
A motion was made and the Tra�c Commission agreed unanimously to request additional
Speed Limit signs be installed as an interim solution until the ITD project terminates.

4. Discuss Boise Road closure ordinance (Gordon Law)
With current growth in Caldwell being what it is, multiple and lengthy road closures has
become a more common scenario. Chairman Law asked for review and discussion of
ACHD's Ordinance #203 "R-O-W use standards and Lane obstruction Fee's" and possible
application in Caldwell.
TC members were not in favor of imposing more restrictions or penalty's on person's
working in Caldwell R-O-W's, however they did agree a more pro-active approach was
needed in issuing and monitoring R-O-W permits.
Chief Wendelsdorf requested being cc'd in the weekly road closure publication issued to the

• 5. Diagonal parking on Kimball (Dave Smith — Sherwood Florist)
Mr. Smith requested a change in the parking configuration from parallel to angle parking, on
Kimball Avenue between Blaine street and Main Street.

Past investigation has shown that diagonal vs. parallel parking creates more parking hazards
with a gain of minimal additional parking spaces per block. The gain does not warrant the
• increased risks. A motion was made and the Traffic Commission agreed unanimously to table
the petitioner's request at this time and, upon completion of the Indian Creek Project, request
that Dennie Cannon analyze the downtown parking design vs. needs and provide the TC with his
conclusions and recommendations.

6. White Pine Station - Condemnation of Railroad R-O-W
White Pine Station subdivision is obligated to provide a'/z mile collector road across an existing

Attorney Mark Hilty, while White Pine Station cannot condemn the Railroad R-O-W, the City can
condemn the Railroad R-O-W on behalf of White Pine to acquire property for public purpose. A
motion was made and the Traffic Commission agreed unanimously on a recommendation to City
Council for authority to condemn.

7. Request "Stop" signs on Laster Lane —(Gordon Reed)
Gordon Reed, Street Superintendent, requested permission to incorporate Stop signs at the
following intersections;
• �aster & Hobart (North and South side)
• Laster & Lathrop (South side)
Incorporating the above signs on Laster will be consistent with signage on other Collector
Roads. A motion was made and the Traffic Commission agreed unanimously to approve the
petitioner's request.
