Caldwell City Traffic Commission Minutes

1. Request for a 4-Way Stop Sign at Georgia 8� Marble Front (Larry Gaukei)
ivir. vauicei sent a response stating his disagreement to the Traffic Commission's decision on the
above request. Chairman Law made a site visit to insure the Commission had not overlooked Mr.
GaukePs opinion. Findings shared with the TC were as fallows�
• Southbound (Georgia) a white rail fence obscures some of the view but not all
• Chairman Law does not recommend Stop signs on Marble Front
. The City may eventually consider purchasing R_O_W from the Fout's to re-locate the
fence
The TC considered the findings and agreed no further action was needed at this time.

New Business
1. Ralph Smeed Sign -
It was noticed on 11/14/2007 that Ralph Smeed's personal message sign displayed the
following message; "How come Caldwell's City Engineer refuses to fix the most dangerous
intersection that is the Airport & Linden".
Considering that "Linden & Airport" is a low volume intersection, the TC made the
assumption that Mr. Smeed intended "Linden & Aviation Way". Based on that assumption, a
. site visit was made by Chairman Law. The following observations were made and
discussed:
. The bridge and the Notus Canal obscure the view of on coming traffic
. The bridge rail is low profile
. Weeds on the canal bank and adjoining private property make the visibility issue
worse
The following possible solutions were also discussed:
. The City could elevate the road 18" on all four legs
. The City could purchase R-O-W to move the fence and mow the weeds
. The City could relocate the intersection eastward
A rnotion was made and the Traffic Commission agreed unanimously to have Chief Allgood
review accident history at the above location and report back to the TC.

2. Request "Left Turn Signal" at Linden and Caldwell Blvd. (Anonymous)
TC received a letter signed only "Tax Payer". The letters intent was to voice the frustration
and difficulty in making left hand turns from Linden Avenue onto the Caldwell Blvd. TC
agreed that with recent growth, the intersection mentioned has become increasingly busy.
TC suggested investigating "Protected Lefts" at that intersection as a possible project. In line
with moving that direction a motion was made and the Traffic Commission agreed unanimously
to have Chief Allgood review accident history at the above location, the Engineering department
perform a warrant analysis, and, based on results, consider budgeting a project next year.

3. Request "4-Way Stop" at Linden and College. (Added to the agenda)(Kyle Heisey)
. Kyle and Yvonne Heisey submitted the above request out of concern for safety due to
increased growth and traffic volume in the area.
The prominent concern to the TC is installing too many 4-Way Stops on Linden. Linden is a
Minor Arterial and as such it is necessary to maintain efficient flow of traffic. There is
currently a 4-Way stop 2 blocks East of College and another 4 blocks West of College. An
additional 4-Way in such close proximity to existing 4-Ways would interfere with the function
of Linden as a Minor Arteri�l:
A motion was made and the Traffic Commission agreed unanimously to have Chief Allgood

The next Traffic Commission Meeting will be January 7, 2008 @ 10:30 in the Mayors
conference room.
