Present: Chairman Osgood, Brian Billingsley, Chief Allgood, Chief Wendelsdorf
Secretary: Tammy Frans

1. Request Four-Way Stop at Linden Street and Middleton Road (Jay Ralphs)
Mr. Ralphs requested in May that the above intersection be made a 4-way Stop. After
discussion the Traffic Commission requested Chief Allgood to research the accident history
at the above intersection and report back to the committee.
Research revealed a single injury accident in the collective history of the above intersection.
Reported accident history does not warrant a 4-Way Stop. The Traffic Commission agreed
unanimously to decline the request.
2. Request for a Vacation of R-O-W at 2620 Montana Avenue (Byron Blackburn)
During a Title search, it was revealed that the residence at 2620 Montana Avenue
encroaches in the Public R-O-W along Wilson Street. In May, Mr. Blackburn requested a
vacation of the R-O-W to resolve the encroachment issue, in turn making the house
marketable.
A motion was made and the Traffic Commission agreed to consider allowing a vacation by
moving the existing westerty boundary in a Northerty direction to the distance that the
R-O-W clears the house by 10' and maintains the required 50' R-O-W. It would be the
responsibility of the property owner to negotiate with surrounding property owners in
order to make that happen.
, „, s the decision of the TC to Mr. Blackburn

3. Request Crosswalk at South Kimball & Paynter Ave. (Leslie Lindauer)
The intersection indicated in the above request is complicated by design. The Traffic
Commission deems that installing cross-walks at uncontrolled intersections creates a sense
of false safety in pedestrians. While the TC chose to decline the request for a crosswalk at
the intersection a motion was made and the Traffic Commission agreed unanimously to have
Engineering and the Street department further review the area for alternative crosswalk
locations.

4. Request Speed Bumps and Signage on Forrest Parkway — Montecito Park (Community
request — Aina Werner) '
Multiple form letters were received from residents of Forrest Parkway in Montecito Park
reflectin the above request.
The City does not allow speed bumps on City streets due to the hazards and delays they
create for emergency response vehictes. In addition the City sign policy explains that City
procedure is for the subdivision to purchase signs for the City to install and that the
subdivision is also responsible for obtaining written permission from the property owner
where the sign will be placed.
