1. Vacation Request (Old Logan located in Caldwell Impact Area) — Canyon Highway
District III (CHD)
A second request, incited by a previously approved request in the same area, was received
to vacate additional R-O-W along a portion of Old Logan. This R-O-W is outside of City limits
but within the City's Impact area. The request was received from Canyon Highway District.
The initial R-O-W vacation request was reviewed and recommended by the Traffic
Commission to City Council on September 4, 2007. After review and discussion, using the
first request as reference, the Traffic Commission's decision is to recommend permission to
vacate.

2. Request for "Stop Signs" in Southern Heights Sub-Division — Southern Heights HOA
Board of Directors
The HOA Board of Directors for the above mentioned subdivision submitted a request for
three (3) Stop signs in their subdivision to deter High School drivers from circumventing
proper procedure when exiting Vallivue High School upon dismissal. Vallivue High School
students exiting eastbound on Homedale Road are cutting through Southern Heights
Subdivision to reach Indiana Avenue in order to avoid a lengthy wait in line at the Stop Sign
at Homedale Road and Indiana Avenue.
Referencing the Manual on Uniform Traffic Control Devices (UMTCD),Brent Orton, Assistant
City Engineer and Traffic Specialist, noted the following:

. The UMTCD discourages the use of Stop signs to control speed
The motion was made and Traffic Commission agreed unanimously to investigate the
situation further and request a copy of accident history reports for the various intersections
involved.

3. Request for additional signage prior to 4-Way Stop — Fred Free
Many safety improvements have already been made at the intersection of Lake Avenue and
Ustick Road. One such improvement is the addition of a turn lane to the West side of Ustick
for eastbound traffic wanting to turn south onto Lake Avenue. Mr. Free feels the addition of
the turn lane has made the Stop sign harder to see for eastbound drivers. Mr. Free
suggests additional signage be added to warn drivers of the 4-way stop at this intersection.
The motion was made and Traffic Commission agreed unanimously to install "Stop Ahead"
signs on all four legs. In addition the TC will request the Street department extend the
existing Rumble strips across the new asphalt.
