Old Business
1. Request for "Stop Signs" in Southern Heights Sub-Division — Southern Heights HOA
Board of Directors
The HOA Board of Directors for the above mentioned subdivision submitted a request for
three (3) Stop signs in their subdivision to deter High School drivers from circumventing
proper procedure when exiting Vallivue High School upon dismissal. Vallivue High School
students exifing eastbound on Homedale Road are cutting through Southern Heights
Subdivision to reach Indiana Avenue in order to avoid a lengthy wait in line at the Stop Sign
at Homedale Road and Indiana Avenue.
Brian Billingsley and Brent Orton conducted a site visit near the time of school dismissal to
observe the situation. While they did witness approx 10 — 12 cars using the subdivision to
circumvent the intersection of Indiana and Homedale, they did not notice a problem with
speeding. The request does not meet criteria outlined in the Manual on Uniform Traffic
Control Devices for Stop Signs and no recorded accidents appear in the Caldwell Police
Departments database at the specified intersections or either entrance to the subdivision.
Considering the above information, it was suggested that a 4-way Stop or a signal at the
intersection of Indiana Avenue and Homedale Road may better address the problem.
The motion was made and Traffic Commission agreed unanimously to request that
Engineering conduct a traffic study at the intersection of Homedale and Indiana and report
their findings back to the Traffic Commission.

New Business
1) Request for changing speed limit on Laurel Street from 20 MPH to 35 MPH (Tammy
Frans)
A request was made to the Traffic Commission to increase the Speed Limit on Laurel Street
between Paynter Avenue and Farmway Road. The Speed limit is currently posted as 20
MPH coming off of Farmway onto Laurel Street, Laurel Street is Iow volume traffic with light
industrial business on the North side and Irrigation ditch and pasture land to the South. It
was noted that the building on the North corner of Laurel Street and Paynter Avenue had an
ingress egress close to the intersection.
The motion was made and Traffic Commission agreed unanimously to adjust the speed limit
on Laurel Street to 35 MPH between Farmway Road and Shaver Avenue and 25 MPH
between Shaver and Paynter Avenue.
