Request for "Crosswalk and Signage° on Griffith Parkway. (Doug Brown) ** A request was submitted to the Traffic Commission by Doug Brown of CFD for installation of crosswalks and signage at Griffith Parkway. Continued Brent Orton and Brian Billingsley did a site visit. It was recommended by Brent Orton to install sidewalk on both sides of Griffith Parkway if possible. Continued Engineering reviewed the site and developed a design that will connect the sidewalks. Item Complete*,�**'t*'�*"'**********'"�************* 2. Request for Additional Hospital Signage - Braun Mr. Braun believes directional signage from Interstate-84 to the Hospital is inadequate for "Non-English speakers" and suggests additional signage be erected. Traffic Commission agrees more defined signage may be useful but that input from the hospital should be included in the final decision. The motion was made and Traffic Commission agreed unanimously to have Brent Orton and Brian Billingsley contact the appropriate hospital personnel for their input. Continued Brent Orton has been playing phone tag with Dave McFadden at West Valley Medical Center. A meeting between Brent Orton, Dave McFadden, and August Medellin was setup for September 4 at 9am, but was canceled by Dave McFadden. A message was left with him to reschedule. Continued - , �_ �.� ,. „ � ��� Contact Dave McFadden of West Valley Medical Center for input on additional signage. 3. Request for additional Speed Limit Signage on State Hwy 20/26 between Middleton Rd and I-84 (Chief Allgood CPD) Chief Allgood explained that there was minimal speed limit signage on the above mentioned section of State Hwy 20/26 and that the signage that is currently in place drops from 55 mph directly to 35 mph. Chief Allgood proposed the Speed Limit should instead "step-down" gradually as follows: • 55 mph Ward Lane • 45 mph KCID Road • 35 mph Smeed Parkway State Hwy 20/26 is under the Jurisdiction of Idaho Transportation Department (ITD). Traffic Commission agreed with Chief Allgood's proposal and requested that Brent Orton submit a proposal to ITD on behalf of the City of Caldwell. Continued Brent Orton has not, as of yet, been in contact with ITD regarding the proposal. Request for a"Four-Way Stop" on the corner of Homedale & Indiana by Vallivue High School (Joanne Woods) A request was submitted to Traffic Commission by Joanne Woods to install a four-way stop on the corner of Homedale & Indiana due to the occurrence of accidents at the above mentioned intersection. Brent Orton reviewed the traffic study for the area. It recommends not installing a 4-way stop; and instead widening the road and install turn lanes on Homedale Road to reduce the queue of traffic. The acquirement of property to install turn lanes is unlikely but an investigation would need to be done. The motion was made and Traffic Commission agreed unanimously to have Engineering Department investigate the possibility of turn lanes on Homedale Road. October - It is preferred Indiana be designated a Primary Arterial, Engineering recommends uttin in turn lanes on Homedale to see if that would alleviate the congestion at peak time. ��""' Pursue turn lanes on Homedale Rd. 5. Review Site distance study of the intersection as Aviation Way and Linden Road (Brent Orton) A site distance study was performed at the above intersection and the findings were as follows: • Site Distance is below standard • Study indicates suggested speed of 20 mph • Cautionary signage is suggested in the interim Chairman Osgood added that it would be good to solicit input from Mark Hilty on signage verbiage. The motion was made and Traffic Commission agreed unanimously to install interim cautionary signage on Linden Road until further funding and design can be obtained to improve the intersection. **Brent is waiting for Mark Hilty's input before requesting the Street department install the following signage (signage would run concurrently from West to East on Linden) • Intersection Ahead XXX Feet • Limited Site Distance Y�,� ��� ��,� r� ��, � to discuss possible speed changes at next TC meeting New Business 1. Request Signage indicating "Downtown" core area (Anne Marie Skinner) On behalf of numerous people in the City, Anne Marie made a request for the City to place directional signs in various locations indicating the "Downtown Core" area. The signage would provide direction to people as to where the exact "Downtown" area is. Traffic Commission a reed unanimously to install the signage as requested. `' "`"" Memos to Anne Marie and Gordon Reed expressing Traffic Commissions decision 2. Request for maintenance of unpaved portion of Syringa Lane (Colleen Wilkins) Ms. Wilkins submitted a complaint to TC regarding the condition of the unpaved section of Syringa Lane. Ms. Wilkins also indicated reluctance on the City's behalf to pave the above mentioned section of road. The City has not refused to pave this section of street but as is standard practice the expense falls to the adjacent property owners. Property owners in that section of Syringa have requested the City pave that portion of street and the LID process has been explained to them and they have been invited to start a petition. No action has been taken by any of them. The motion was made and TC agreed unanimously to have Tammy Frans send correspondence to Ms. Wilkins and again invite her to begin a petition for paving. In addition I the Cit will request the Street department to grade the above mentioned section of street. �4t'o �amm�� ��`�� � ..�..�� Tx� Y��.��.��s., Send correspondence to Ms. Wilkins as indicated above. 3. Request Stop sign at Hazel Street & Ellis Avenue and a designated loading zone space in front of Hazel Park Apartments (Dee 454-2387) The above request was voiced to the Mayor by Dee, the manager of Hazel Park Apts. The area is experiencing higher volumes of traffic due to medical facility and Hospital growth experienced in the vicinity. In addition to higher levels of traffic is the factor that a large number of the area's residents are senior citizens. Dee requests the Stop signs be added to better manage the flow and speed of Traffic in the area. In addition, Dee requests a loading zone be designated in front of the Hazel Park Apts. The same factors as mentioned above have drastically reduced, and at time eliminated, available parking around her complex. The conditions make it difficult if not impossible for deliveries to her complex. The motion was made and TC agreed unanimously to have the Street department place Stop signs at the T-intersection of Hazel Street and Ellis Avenue as requested and afso at Arlington Avenue and Hazel Street and to have Brent Orton look into the feasibility of creatin a"loading " zone space in front of the complex. ���:��. � � - � �;�-� q+�_ � y�F a s- Send memo to Street department requesting Stop signs.
