Caldwell Traffic Commission (TC) Minutes ��
July 12, 2010 10:30 a.m.
Present: Brent Orton, Chief Wendelsdorf, Brian Billingsley, Gordon Reed
Secretary: Tammy Frans

Old Business
1. Request for "Directional Signs" for the downtown museum and Senior Center (Bob Sobba)
Regarding directional signs to the museum, Chief Allgood is hesitant from the law enforcement
perspective. The Commission agreed to table the request pending additional information. Brian
Billingsley agreed to meet further with Councilman Sobba on the matter. 5-03-2010
The TC noted that the museum is a private not public facility. The item was continued until Brian
could speak with Councilman Sobba. 6-07-2010
Brian asked that Chief Allgood speak with Councilman Sobba about this matter directly 7-12-2010

2. Request for School signage change from "When Children Present" to "Between the hours
of 7:00 and 4:00 (Chief Allgood)
Documents regarding school zone signage and decisions from previous TC meetings were
reviewed and discussed.
While it is understood a CPD Officer would prefer the "Between the Hours of' signs for reasons of
being clearly defensible when ticketing, other points to consider were discussed. Those points
being:
• It would be expensive to change out all existing signage
• Signage was changed out in Oct 2005 when the TC made the recommendation to
Council to make school zone signage uniformly "When Children are presenY'
• The TC decision to recommend the uniform change was based on the opinion that
"When Children are PresenY' covers safety at all times ie: before school programs
(breakfast), after school events, evening events, summer months, etc.
• School times can and do change from year to year. It would be costly to update signage
to reflect changes as they occur.
Brian Billingsley recommended that the discussion be postponed until Chief Allgood could be
present to speak on behalf of the CPD. 6-7-2010

New Business
1. Request Speed Limit sign & Dead End sign on Calloway (Tina Erskin)
Ms. Erskin, on behalf of herself and neighbors, made the above request.
Chief Wendelsdorf preformed a site visit and noted that the section in question is approx 1 block
in length. Gordon Reed noted that there had been a"Dead End" sign at that location but
someone had removed it. Brian Billingsley added that this area is currently undergoing a rezone
process that will change it from "City Center" to "Light Industrial"
Considering the above information, the following motions were made and the Traffic Commission
agreed unanimously to;
• Replace the "Dead End" sign
• Send Ms. Erskin a copy of the City sign policy explaining that they may purchase a
Speed Limit si and the City will have the Street department install it at.

2. Request Stop Sign at the intersection of Beech Street 8� Ohio (Edwin Lyle)
Mr. Lyle submitted the above request out of concern for safety due to speeding traffi� and semi
trucks on the 1800 and 1900 blocks of Beech Street. The prominent concern to the TC is using
Stop signs for traffic calming and the MUTCD discourages using Stop signs for speed control.
There is currently a Stop sign at the East end of Mr. Lyles section of Beech and another at the

intersection of Beech Street and Indiana Ave. 1 block to the West. Adding the requested Stop
sign would stop traffic at one block intervals on Beech Street. Indiscriminate use of Stop signs at
locations can cause driver confusion and often times fatalities. The Traffic Commission
determined that this intersection does not meet current Standards adopted by the City for
placement of a Stop sign.
A motion was made and the Traffic Commission agreed unanimously to have Chief Allgood
review accident history at the above location and to send correspondence to Mr. Lyle to explain
the TC's decision.

3. Rural Site Triangles (Gordon Reed)
Gordon Reed reviewed the "Shared Rural Sight Triangle" with the Traffic Commission. Rural site
triangles are intended for intersections in the county that experience higher rates of speed.
Gordon's recommendation is for City Council to adopt the Rural Site Triangle where there is no
curb and gutter and the speed limit exceeds 40 mph.
The Street department will be stripping the intersection of Homedale Rd and Lake Avenue using
the Rural Sight Triangle. When this is complete Gordon will notify the Traffic Commission so they
can perform a site visit before their next meeting.

The next Traffic Commission meeting is scheduled for August 2, 2010 at 10:30am.
