June 6, 2011 10:30 a.m. �� ��" Present: Brent Orton, Brian Billingsley, Chief Wendelsdorf, Robb MacDonald, Gordon Reed, Chief Allgood Secretary: Tamera Frans Old Business 1. Request redesign of the intersection at 13 Street � Fillmore Avenue (Dr. Royce Wright) . Apri14 -Dr. Wright requests the intersection at 13 Street & Fillmore Avenue be redesigned from the current "Y" configuration into a standard T-intersection. A T intersection could be created by extending the existing sidewalk to remove the curved section of roadway on 13 The paved area could be left and converted into parking for the Oasis Worship & Food Center. TC suggests asking the church to participate in the cost if existing pavement is converted into parking since they would be the ones to benefit from the change. A motion was made and the Traffic Commission agreed unanimously to have Robb work with Dr. Wright on parking options or just closing off the street. May 2— Robb presented a conceptual drawing prepared by the Engineering department. The drawing represents a re/atively easy and cost efficient so/ution for the intersection above. After review by the TC it was agreed the concept was good but for enhanced safety and traffic flow it was suggested the parking orientation be reversed and the drawing be reviewed again at the June TC meeting. June 6- Engineering shared the revised drawing that more strongly represented a Right-In-Right- Out traffic flow. A motion was made and the Traffic Commission agreed unanimously to accept the drawing as final and to have Engineering coordinate with the Street Department to implement changes as shown �C"�t�, ��, I����nald= Request Striping Plan and coordinate with Street department. 2. Request for traffic calming devices on Airport Ave between Ustick Road and Linden Road (Joe@kwokwit.com ) Apri14 - Joe lives on the above section of road and expressed concem about drivers continually exceeding the speed limit of 25 mph. Joe requested speed bumps or another form of traffic calming. That section of road is classified as a Collector street. A motion was made and the Tra�c Commission agreed unanimously to direct the Engineering department to conduct a speed study to determine the a appropriate speed limit. The speed limit for that section of road will be set accordingly. May 2— Speed study in progress. Item tabled until June meeting. June 6— The speed study data gathered may be inaccurate. A motion was made and the Traffic Commission agreed unanimously to request another speed study to insure accuracy before making a recommendation A����; R�b�M��Uc�t��k�=-' Request 2" speed study. New Business 1. Request Bike Lanes on Montana Avenue between Palrang Drive and Homedale Road (Brian Billingsley) The above section of Montana currently has turn-lanes at two intersections, Honey Crisp and Laster Lane. The above request would require reconfiguration of the current striping after the Street Department completes the 2011 chip sealing campaign. Reconfiguration would reflect a shared bike/ turning lane at the above mentioned intersections. A motion was made and the Traffic Commission agreed unanimously to request a new striping plan from Engineering for implementation. Brian Billingsley will review the new plan with the School District and if the School District agrees with the plan, Engineering will then coordinate implementation �vith the Street department. ��t�tt� R�k�i� Request striping plan. The school District agreed with the plan presented by Brian after the meeting. • � 1 2. Request Widening Existing bike lane on Linden (Brian Billingsley) The section of Linden between 10 Avenue and Cleveland Blvd. has an existing bike lane. It is the recommendation of Brian Billingsley that the existing bike lane be widened by 1'. A motion was made and the Traffic Commission agreed unanimously to recommend the increase in width when existing paint fades out and re-striping is needed. �ctto�,�,�i�o� Add width change to future striping schedule. 3. Request to slow traffic flow on 10th Ave. between Linden street and Ustick to 25 mph (Diane Wahlen) Ms. Wahlen wrote the TC requesting the speed limit on 10 Avenue be reduced from the current 35 Mph to 20-25 Mph during the high traffic part of the day for reasons of safety. Ms Wahlen feels the introduction of the Traffic Signal at 10 Avenue and Ustick has increased the amount of traffic and made it increasingly dangerous at the posted 35 mph. During discussion by the TC it was noted that 10 Avenue is an arterial road and in accordance with City policy is posted at 35 Mph consistently through town. It is the belief of the TC that the increase in Traffic is due to the convenience and acceptance of the Traffic Signal. Chief Allgood offered to have accident data run for that intersection. It is the expectation of the TC that accident data will not justify lowering the speed limit at this time. A motion was made and the Traffic Commission agreed unanimously to receive the accident data and send correspondence to Ms. . Wahlen according to the findings. i��t[p�t '���rNy' Send correspondence to Ms. Wahlen. Act�r�;,��e# J�t�- Request accident data. (Following is a summary of Chief Allgood's comments after reviewing the accident data.) Records personnel separated the roadway collisions from those that actually happened in the intersections. The addition of traffic lights really reduced the number of intersection related collisions. Also noted is that we have had only one collision in that area not related to the intersections. Based on the numbers I believe the area is very safe and even safer since the addition of the traffic lights. (Chief Allgood) Aditional Business: 1. Lack of Speed limit sign when entering Caldwell on the Boulevard at Homedale Intersection- At all entrances to the City there is a"Speed limit 20mph unless otherwise posted" sign. Within approximately 100' to 200' the appropriate speed limit sign is then posted. Those signs were removed from the Nampa/ Caldwell Boulevard entrance to the City when Faith Landing complex was built. The Nampa/ Caldwell Boulevard is a state hwy and the jurisdiction of ITD. Previous requests have been made to ITD to replace the missing signs. The "Speed limit 20 mph unless otherwise posted sign" has been replaced. The second sign that actually posts the designated � speed limit for that area has not been replaced. It was suggested that Robb MacDonald contact Kevin Sablin at ITD once again and request either ITD replace the second sign or allow the City to replace it for them.
