July l l 2011 10:30 a.m. Present: Brent Orton, Brian Billingsley, Chief Wendelsdorf, Robb MacDonald, Dave Garcia for Gordon Reed, Chief Allgood Secretary: Tammy Frans Old Business 1. Request for traffic calming devices on Airport Ave between Ustick Road and Linden Road (Joe@kwokwit.com ) April 4- Joe lives on the above section of road and expressed concem about drivers continually exceeding the speed limit of 25 mph. Joe requested speed bumps or another form of traffic calming. That section of road is classified as a Collector street. A motion was made and the Tra�c Commission agreed unanimously to direct the Engineering department to conduct a speed study to determine the appropriate speed limit. The speed limit for that section of road will be set accordingly. May 2— Speed study in progress. Item tabled until June meeting. June 6— The speed study data gathered may be inaccurate. A motion was made and the Traffic Commission agreed unanimously to request another speed study to insure accuracy before � making a recommendation. July 11 — The 2" speed study revealed the following; South bound Average speed = 30 mph 85% - 34 North bound Average speed = 29 mph 85% - 32 Airport Ave. is designated as a Collector street. A typical Collector street is posted at 35mph.Joe ' requested the traffic be slowed on this section of street but data suggest the speed should be increased to remain uniform with City policy and MUTCD guidelines. After further discussion a motion was made and the Traffic Commission agreed unanimously to increase the Speed limit on the above section of road to 30 Mph. Request Bike Lanes on Montana Avenue between Palrang Drive and Homedale Road (Brian Billingsley) June — 6 The above section of Montana currently has turn-lanes at two intersections, Honey Crisp and Laster Lane. The above request would require reconfiguration of the current striping after the Street Department completes the 2011 chip sea/ing campaign. Reconfiguration would reflect a shared bike/turning lane at the above mentioned intersections. A motion was made and the Traffic Commission agreed unanimously to request a new striping plan from Engineering for implementation. Brian Billingsley will review the new plan with the School District and if the School District agrees with the plan, Engineering will then coordinate implementation with the Street department. July 11 — The school district agrees with the proposed striping plan as long as parking is allowed M on the East side of the street for events. A�tt�n ,��Coordinate implementation with Street Department. New Business 1. Request Speed limit signs at Rotary Ponds (Nieven Concepcion) Mr. Concepcion and his son fish at Rotary pond. Mr. Concepcion reports that there is no speed limit posted around the Rotary Pond area and speeding is occasionally a problem. Mr. Concepcion makes the above request in the interest of safety for people using the recreational facilities. A motion was made and the Traffic Commission agreed unanimously to recommend posting the area at 15 Mph. q�fi+�r�F;#��� °„ `;', Coordinate implementation with Street Department. . + f i 2. Request Stop Signs at Intersections of Locust and Alder on Colorado Ave and Crosswalks on Locust and Alder. (Van Houten) Mr. Van Houten is concerned for the safety of young children walking to and from nea�by schools in the area. Mr. Van Houten claims traffic uses Colorado Ave as a means of avoiding the school zone restrictions on Montana Ave. There are no sidewalks on either road. It has already been determined to make improvements at Alder and Montana. The CPD wiil study traffic flows and speed on Colorado. School is currently out for summer so the traffic habits Mr. Van Houten describes will not be present at this time. A motion was made and the Traffic " Commission agreed unanimously to table the request until school resumes. Actibt�„ "'�"�m ���� lnform Mr. Van Houten of the TC's findings and recommendation. Aditional Business: 1. Request all of Specht Street, Commercial Way and Industrial Way be posted 30 MPH (Chief Allgood) The above mentioned loop is currently lacking Speed limit signage. A motion was made and the Traffic Commission agreed unanimously to recommend the entire loop be posted at 30 Mph in accordance with City Policy and MUTCD guidelines. �4��t��r„ ��t,��- Request the Street dept. post signage as outlined above. 2. Request to Paint Curb Red at Specht Street and the entrance of Best Western to Protect Fire Hydrant (Chief Allgood) It was brought to the TC's attention that there is no Red Curbing painted in front of the fire hydrant at the above location. Red curbing in front of a fire hydrant is typical city policy. The TC requested the Street dept. paint the curbing at its earliest convenience. r M
