Old Business —
1. Parking at the intersection of lO & Logan. Robb's findings
Robb found that the hospital parking lot is in fact fully occupied and the street parking is
overflow. The hospital is in discussion to purchase additional ground for parking.
Considering the current situation, Robb is hesitant to further remove available public
parking. A motion was made and Traffic Commission agreed unanimous�y to reinstall the "No
Parking" signs on Logan Street east of 10�` Avenue that were in place prior to the intersection
improvements recently completed.

2. Request "Residential Parking Only" signs on Fairview between Logan and
Mead (Lori Rorabaugh) Robb's findings

For the same reasons mentioned in the above parking request at 10 & Logan, a
motion was made and Traffic Commission agreed unanimously to insure all driveways on
Fairview between Logan Street and Mead Street are clearly and adequately painted red to
allow property owners ample access in and out of their driveways, and to not restrict public
parking in the area until additional parking is available.
3. Request Pedestrian solution on Linden between lO Ave & Kimball in front of
Wilson Middle School (Engineering)
Engineering presented two pedestrian options for the section of Linden between l Otn
Ave and Windsor There is currently no designated area on the north side of Linden
for pedestrians to walk or cross to Wilson School. The two options presented were;
A. Extend sidewalk on the north side of Linden from the corner of 1 Otn
Ave to Windsor Street. Engineering believes the City may have
enough ROW to implement.
B. Reinstall the crasswalk and ramp midblock on Linden near Windsor
street
After reviewing both exhibits, a motion was made and Traffic Commission agreed
unanimously to implement option `B" now and implement option "A" as soon as it can be
budgeted for.

4. Existing Crosswalk and flags on Montana & Alder. Status/Action items remaining
Gordon reported that the crosswalk has been installed. Gordon questioned if the City
wanted to use a cup receptacle for the flags or post-type holder. All agreed a cup
receptacle would be better used by pedestrians. After the conclusion of this meeting,
the Street department installed the flags and cup receptacles. The changes appear to
be well received and are being used. Request closed.

5. New HAWK crosswalk on lO Ave. Should it be located in front of Paul's or at '
Elgin Street? Pedestrian counts show that a crosswalk on l O Ave at Elgin street
would be better utilized than a crosswalk in Front of Paul's Marke�. Further
discussion decided that the crosswalk on l O and Freeport should also be removed
making the HAWK crossing at Elgin crossing the one pedestrians would be guided to.
A motion was made and Traffic Commission agreed unanimously to remove crosswalks in
front of Paul's Market and at Freeport Street and to construct the HAWK crossing at Elgin
Street. The HAWK light has been ordered and installation is expected early Spring of 2012.

6. Request for 4-Way Stop at 14 & Elgin Street? (Berta Lopez)
Review of the above intersection determined that the Vision Triangle at that
intersection is clear. An accident report showed 2 accidents in the past year with none
reported in previous years. It is the opinion of the Traffic Commission that traffic
increase in the area is a result of the construction of phase one of the HOPE
Apartment complexes on the north side of Elgin between 14 Avenue and 16
Avenue.
Additional phases have been approved for construction and along with those phases
will come additional traffic, a motion was made and Traffic Commission agreed
unanimously to install Stop signs on 14 Avenue, stopping l4 Avenue traffic and keeping
Elgin Street open.
���ia�� �o�r+��`� R+�ec�:� Request Street department to install Stop signs on 14 at
the intersection of 14 and Elgin.
New Business
l. Request Improvements at the intersection of Indiana Ave. & Homedale Rd. (Eljay Waite/
Chris Allgood) Eljay Waite, via Chief Allgood, made a request to have the Traffic Commission
look at safety improvements at the intersection of Homedale & Indiana. The above mentioned
intersection was already identified as an Engineering project and is in the design phase. Robb will
contact Eljay and brief him on project status. Different ideas were discussed and it was suggested
that this may be a good intersection to use a flashing yellow beacon and perhaps reflective tape
on the Sign Post to draw additional attention of drivers approaching the intersection.

2. Ustick & Farmway intersection (Paul Aldredge) In response to a recent fatal accident that took
the life of Justin Davis, Paul Aldredge wrote the Traffic Commission asking them to enhance the
intersection of Ustick Rd & Farmway Rd. While jurisdiction for this intersection lies with the
Canyon Highway District 4(CHD4), Brent Orton did commit to sending CHD4 a letter with the
suggestion of adding a flashing beacon light to the intersection or possibly p�:tting reflective tape
on the Stop sign poles so they would stand out more to drivers.

1. Heritage Charter School "School Zone" and restriping of road for left turn lane
Must wait until Spring weather permitting
2. Reflective Tape on "Stop" sign posts to enhance visibility.
3. Pedestrian sidewalk on North side of Linden between l O Ave & Kimball in front of
Wilson Elementary.
4. New HAWK crosswalk on l O tn A`'e at Elgin. Removal of existing crosswalks in front of
Paul's Market and at Freeport Street.
