Caldwell Traffic Commission (TC) Minutes � �����`"
January 9, 2012 10:30 a.m.
Present: Brent Orton, Brian Billingsley, Robb MacDonald, Chief Allgood, Gordon Reed, Chief
Wendelsdorf

Old Business —
1. Request Pedestrian solution on Linden between lO Ave & Kimball in front of
Wilson Middle School (Engineering)
A. Extend sidewalk or Fog line on the north side of Linden from the
corner of l O Ave to Windsor Street. Check with school for possible
cost share.
B. Reinstall the crosswalk and ramp midblock on Linden near Windsor
street
Traffic Commission agreed unanimously to implement option "B" now ar►d implement option
"A" as soon as it can be budgeted for.

New Business
1. Request curb painting for driveway & Mail — Carol Dunson
Ms. Dunson is seeking help to relieve the parking issues around her home. Her home is
across from the College of Idaho on 20 Ave. College of Idaho Students frequently
park in such a manner that the cars overlap either her driveway or the alley way
resulting in her not being able to get into or out of her driveway.
While the City cannot prohibit public parking it was suggested to review the area as a
whole for parking solutions.
After the meeting Chief Allgood contacted College of Idaho head of security, Allan Laird,
about the parking issue along 20th Ave. He said the reason the students park along 20th is
that the college charges fees to park in their lots and it is close to Hayman hall. Allan said
that if we need to change the parking along 20th it wil] not have a negative effect on the
college.

2. Request Handicap Parking sign or other assistance at residence — Victoria
Johnson
Ms. Johnson has 3 handicapped adults in her home. One is her wheelchair bound
adult child. Witco picks her up daily to transport her. People have generally been very
responsive to her request to not park in front of their home so that the Witco bus can
easily and safely pickup and deliver her daughter. However, she has recently had
trouble with a car parking in front of her home daily to carpool with one of the
neighbors. Her requests for this car to park elsewhere to accommodate the WITCO
van have been ignored. She is requesting a Handicap Parking sign or some other
means of assistance to insure the safe pickup and delivery of her daughter.
After much discussion it was agreed that the City cannot prohibit public parking.
Google shows the address provided has a 2 car driveway. It was the opinion of the
Traffic Commission that the van should be able to utilize the width of the driveway to

load and unload safely. A second suggestion was to paint the edges of her driveway
red to insure room at the end of her driveway is available for the WITCO van.

3. Request curb painting for buses and "No Parking" signs on Linden near
Vineyard Suites (VSIC)— Katy Wyatt
The above request was made by Ms. Katy Wyatt. She also mention.ed a problem with
semi trucks and trailers parking in front of a pasture on Linden across from VSIC.
The City cannot prohibit public parking. Buses are allowed and currently stop in the
appropriate lane of traffic, put flashers on and allow passengers to safely load and
unload. Caldwell Police Dept can enforce no semi parking in a residential area by
being notified by phone.

4. Request change to ticketing School Zone Infraction on Sunday— (Kimberly Frans
& Shelly Sanford)
The ladies above submitted separate letters with the same request/ intent. So I have
combined them for efficiency. Kimberly Frans & Shelly Sanford were cited for
School Zone Speed violations (which carry additional fines) both on Sunday
morriings. School is clearly not in session on Sunday mornings but there is a lot of
church traffic on Montana on Sunday mornings with there being 3 churches in that
area of Montana. The officer was setting on Montana in the school zone section
monitoring traffic for school zone speeding violations. The ladies are both mothers of
small children and completely agree with the need for strict safety of school children.
However, both also felt it unnecessary for an officer to set and issue school zone
violations on Sundays when school is clearly not in session. Both ladies would like to
see school zone signage modified to include "Monday thru Friday 7am -4pm.

5. Request "Cross Traffic Does Not Stop" Signs at Lincoln & Indiana and request
a stop bar be painted at the intersection of N Michigan Ave and Lincoln Street-
Rev Vasquez
Reverend Vasquez makes the above requests in the interest of safety for his
parishioners. Two of them have been in accidents at this intersection and several
others have had near misses because of confusion and lack of clarity at the
intersection.
Traffic Commission agreed unanimously to install the "Cross Traffic Does Not
Stop"signs in both directions at this time and paint the white stop bar as soon as
weather permits.

6. Request Speed Limit Signs on Alaska — Margret & Jerry Langan
The Langan's make the above request to deter a current problem with speeders in the
area. Traffic Commission suggests they analyze & consider this request and then
revisit it at the February meeting.

1. Heritage Charter School "School Zone" and restriping of road far left turn lane
Must wait until Spring weather permitting
2. Reflective Tape on all "Stop" sign posts to enhance visibility.
3. Pedestrian sidewalk on North side of Linden between l O Ave & Kimball in front of
Wilson Elementary.
4. New HAWK crosswalk on l O tn A"e at Elgin. Removal of existing crosswalks in front of
Paul's Market and at Freeport Street.
White stop bar be painted at the intersection of N Michigan Ave and Lincoln Street. Must
wait until Spring weather permitting
