Re: January 4` Commission Meeting
Those present were: Airport Mgr., Curt Hawkins, Commission Members: Bob McGhee, Phil
Fouts and Ray Caldwell, and from the Caldwell City Council, Mike Gable. Visitors present were
Phil Reed, Max Barker, John Gray, Dick Winder and Boyd Newhouse.
1. In the absence of Commission Chairman Dr. Roy McGlaughlin the meeting was
called to order by Ray Caldwell at 12:07 PM. In the absence of a quorum the
meeting was devoted to a discussion of the Proper role of the Commission in the
future with Mike Gable (our laison to the city council).
2. At our December 7` Commission meeting Dr. Roy Mclaughlin (Commission
Chairman) appointed Curt Hawkins, Ray Caldwell and himself to select possible
(the Commission acts only in an advisory capacity) new members to fill openings on
� the Commission for those who's terms have expired - Budd Kehne, Tony Elordi and
Phil Fouts. Phil Fouts requested that his name be submitted to the Mayor for
reappointment. The other two decided to leave the Commission. We thank Budd
Kehne, Tony Elordi and the other Commissioners for their diligent work over the
last several years. The Selection Committee through Curt Hawkins submitted five
names to the Mayor who selected Maac Barker and Phil Reed. The Mayor also
selected Phil Fouts to be reappointed. Max is a pilot, aircraft builder, local building
contractor, long time local resident and one who has done work on both Nampa and
Caldwell Airports. Phil Reed is a local businessperson who is a pilot, aircraft
builder, and the former president and owner of Skystar Aircraft Corporation (which
he moved from Nampa to the Caldwell Airport). Curt will forward the formal
recommendation to the Mayor and the City Council within a couple of days. �
3. Ray Caldwell had a two-hour meeting with Mike Gable on Wednesday January 3`
Mike is the Mayor's choice to stay on as Commission Laison to the City Council.
Ray asked the question of Mike, "What would you like to see as the role of the
Airport Commission"? The discussion carried on into the Commission Meeting.
Clearly the Commission needs to continue to set policy for the day to day operation
of the Airport and to insure that the needs and concerns of the cunent residents are
listened to and acted upon. Mike stated that he would like to see the role of the
Commission upgraded. He would like to see the commission become more of a
resource to the City CounciL
Status Quo is not an option for the Airport. Successful attempts to put noise
� sensitive developments near the Airport will lead to curtailed flying activities over
time. Protection of the airport through land aquisition, zoning, and proper

• ordinances has a high cost, which can only be justified if the Airport becomes a
commercial asset to the City. To be a real asset to the City, the runway needs to be
extended for jet traffic and include an Instrument Landing System.
The Mayor wrote, "We have an airport that is absolutely critical to the well being of
our economic future. This Airport has the potential of serving industry and
commerce as well as private needs and would be the driving engine to bringing
corporate offices and industry surrounding the Airport so they have ready access to
the Airport as well as to the surrounding communities. Expansion of the Airport and
protection of its air zones are critical so that we can maintain the integrity of that
opportunity for the future. The Airport is strategically located so that it has easy '
access to the Freeway and is in an area where we have great potential for growth.�
T'he open areas of land around the Airport are prime for industrial and commercial
developments as well as aeronautical related businesses. The vision is that this
Airport will expand its runway and be a focal point of industrial and commercial
growth
Given the above, Mike Gable stated that he would like to see the mission of the
Airport Commission be upgraded. The Commission should become the resource
called upon by the City Council when information is needed relative to cost,
scheduling, and logistics of accomplishing the Mayor's and City Council's vision.
4• Discussions took place on the concept that each member of the Airport Commission
should have a responsibility. Possible examples of tasks included:
• a. Determining an architectural building code for the airport.
b. Complete the work started by Ed Downs on an Airport Resource Manual. Mike
Gable stated that the City would print it.
c. Be a laison to the City Council
d. Be a laison to the FAA.
e. Be a laison to the State Aeronautics Commission.
f. Be a laison to AOPA's Airport Support Program
Further discussion of the role of the Airport Commission and its individual members
should continue at the next Commission Meeting concluding with a direction and
assigned tasks.
5. Dick Winder stated that Caldwell Unlimited will be glad to work with the airport �
commission to protect the Caldwell Industrial Airport.
6. Mike gable suggested that members of the Commission attend at least some of the
seminars relating to airport development. "2001 Idaho Aviation Conference" will be
held in Boise at the Double Tree Riverside. The cost for this conference is $55.00
excluding two of the lunches. Mike indicated he may be able to get the City Council
to fund the fees for attendance. "FAA Northwest Mountain Region Airports
Conference" will be held in Seattle on April 18-20 with a registration fee of $235.00.
Curt will be attending both of these conferences.
Mike Gable also suggested that an I 84 interchange at Ustic Road may be speeded
� up with the injection of private funds. Wal-Mart has already committed funds to this
project.
