Those present were: Airport Mgr., Curt Hawkins, Commission Chairman: Dr. Roy McLaughlin, Commission members: Phil Reed, Phil Fouts, Ray Caldwell, Ma� Barker, Dean Dishman, Bob McGee and representing the Caldwell City Council: Mike Gable. Minutes Commission Chairman Dr. Roy McLaughlin called the meeting to order at 12:03 PM. The • minutes of th� previous meeting were approved, Items from the agenda. and others that were discussed included: Ra.y Caldwell introduced Mayor Garrett Nancolas and stated he had invited him #o the meeting to discuss what the Mayor perceiv�s to be the function of the Airport Commission. Mayor Garrett Nancolas Mayor Garrett Nancolas presented a plaque from the Mayor, City Engineer Gordon Law and the Caldwell Crty Council to outgoing Commission Cliairman Dr. Roy McGlaughlin. The plaque was to acknowledge the many hours of work and excelient leadership given by Dr. McGlaughlin to the Airport Coinmission. The Mayor stated the airport is one of the vital pieces of the puzzle that make up a healthy corrununity We try to protect ourselves from inappropriate neighbors He feels there is a"Noise prdinance" in place and we are i�n the process of revising this ordinance, This revision is a long tediQUS process and when the final draft is completed it wi11 be up for approval by the City af Caidwell, the City of Nam�a and Canyon County. • 2 . New Air�wrt Terminal A study grant in the range of $92,000 has been verbally approved. This will provide for more office space and a very nice pilots lounge. The City will turn in the grant an or before ne�ct Friday (December '7�'.) for official appraval. At tlus Point Mayor Nancolas asked if there were any questions. Ray Caidwell: At what stage of development is the noise ordinance? Mayor: Mark Hilty our City Attorney, beiieves the dpcument in place is in substantial compliance. The existing document protects us until the new document is in place and. Mark thinks it would survzve a court chailenge. The City Planning and Zori{ng Director, the City Attorney and Curt are working on the new ordinance. Ray: Wha# pasition do you want the Commission to play as it pertains to the overall running of the airport? For instance; 1. Who da you want to run the Unicom Z. Fuel tanks — we now have this big white wha.le sitting on the ramp. Shall we move the fuel tanks? • Cit Councilman • � y M�ke Gabl� e�ressed the Cnty s cotnmitment to the airport. Mayor Nancolas discussed: Haw the aarport fits into the City's Master Plan. The Urban Iienewal agency has a firm commitment to build the �irpart. The Mayor explained Urba,n Renewal's role in the new terminai huilding. Maa� Barker: The t�es upon private buildings on the airport have raised substantially. VVhere do we ga far help? Mayor Nancvlas: The County Board of Equalizatian. He e}cplained the role of Urban Renewal in the tax. structure The Mayor will have Eljay Waite contact the Caunty about Urban Renewal's rale in taxes. � � Ray Caldweil: • Tell us what role you want the Airport Commission to play? What should our duties be? Mayor Nancolas: Read from and explained the City Code and tha# he as Mayor and #he City Council are required to abide by this Code. For instance, raising of the eiectrical rates to the hangar owners who shaze a common meter. The City asked the Airport Manager ta do a study to find out exactly what is the actual cost of electricity. This was found to be $.0622 per square foot of leased hangar space. The Airport Commission voted to raise the rate to $.q5Q0 per square foot of leased hangar space but because this is below the actual cost of electricity the City Council is bound by City Code and fairness to everyone else in the city to set the rate at the actua.l cost of electricity. The Airport Commission's main role is to pian on what they want the airport t� look like twenty years fram novv. "You are the pros." You have a wealth of information about aviation and we want to draw upon your expertise mainly about planning for the future. Get involved in strategic planning, Lee Rice: It may be helpful if we had a g�roup representing the pilots on the field to take suggestions to the Airport Commission about what pilots want the airport to grow • into. Ray Caldwell: Our concerns from the Airport Commission do not seem to get the attention we want. Mayor Nancolas: Again cited the City Code about the duties of the Airport Commission. "This language is braad enough." R.ay Caldwell: We are always re-acting rather than having long-term fazsightedness. For example the Airport Commission did not have time to review the lease for Rocky Mountain Air and now the lease for Arrowood insurance. Lee Rice: Before we riad an airpart manager we had to get involved in the day to da.y leases. This took as long as six months to complete a lease and this stifled our growth. When we hired a manager the Commission no longer needed to get involved in the leases. If we do tk�at will again stifle aur growth. � 4 Councilman Mike Gable: • The Airport Commission should take an active roll in long term promotion of the airport. Mayor Nancolas: The day to day operation of the airport shauld be le$ up to the Airport Manager. The Commissions responsibility is to suggest policy ta the City Councii. The City �ouncil votes on the policy then it is the Airport Managers responsibility to carry out this policy. Ray Caldweil: Is the commission to set policy on what types of businesses we want where? Jack Pearson: Guidelines far leasing property are already spelled out. The Commission shauld not get invoIved in the leases if they fall within the guidelines alre�.dy set by policy and by the Engineering firm. Mayor Nancolas: That is correct. If you do not want turf companies on the airport, jump through the hoops to set policy for no turf companies. Mayor Nancolas: • Are there any more questions? Chairman Dr. Roy McGlaughlin Thank you Mayor far coming to our Commission meeting. Mayor Naincolas: I ha�e an open door policy a.nd I vUill respond to your input, so please feel at ease to come into my of�ice at any time. (At this point the Mayor left the meeting, as he had to return to a conference in Boise) Chairman Dr. Roy McGlaughlin: Ray, give us a report from the Nominating Committee. R.ay Caldwell: Our selections are: 1. Jack Pearson 2. Ed Downs Jack Pearson: It has been our policy to exclude from the Commission those wha have businesses on the airport. � . � 5 � Dr. Ray McGlaughlin: You are correct Jack but we found out #his is not written policy, just something we did. A long discussion followed whether or not to allow business owners on the Commission. it was generally agreed to allaw them an since it is not written policy to exclude them from the Commissi�n.
