MINUTES Caldwell Industrial Airport Commission Ray Caldwell — Chairman 4601 Aviation Way Caldwell, ID 836�5 Date: 2/16/02 To: All Airport Cammission Members From: Ray Caldwell Subject: Minutes from Q2/07/02 Commission Meeting • Mayor Garrett Nancolas was ill and unable to attend the Commission Meeting. • Congratulations were extended to our newly appointed Commission Member Ed Downs, to re-appointed members Bob McGee and Dean Dishman, and to our _, new Alison to the City Council Rick Wells. • Mike Gable, the outgoing AGson to the City Councit, chaired the meeNng until a aew chairman was elected. The floor was opened for nominations. Phil Reed nominated Ray Caldwell. Phil stated that Ray had been CEO and President of 5kystar (on Caldwell Airport), General Manager of a major FBO on the Bedford, MA Airport, keeps his ezperimental aircraft on Caidwell Airport, and • bas a good relationship with the Mayor, City Engineer (who has responsibility for the Airport), and members of the City Council. There were no other nomination� and Ray Caldwell was elected unanimously. Ray suggested a Vice- Chairman and nominated Maz Barker who was also elected unanimously, • Discussion of the need for a new ranway/taziway connector near the center of the runway was discussed. Most landing aircraft miss the first turnoff: This creates the need to tazi a long distance to the nezt turnoff or turn around and tazi 6ack to the first turnofL This increased time on the runway increases the risk of accidents. The FAA over the last few years has been �vorking to decrease the number of accidents between take-off and landing aircraft and aircraft that are taziing. Tom Lemonager of Toothman Orton believed that FAA money would be available without affecting other projects. Ed Downs suggested that with the addition of Sport Pilot there would be more Pilot Training at Caldwell Airport (Sport Pilot is a new category of Pilot's License which has fewer training requirements. Sport Pilots are required to fly simpler slower airplanes nnder significant restrictions). The center turn-offwould allow all pilots including student pilots to more effectively ezit the runway. The commission voted uIIanimously to have Kurt Hawkins (with Tom Lemonager's help) put wheels in motion with t�e FAA to provide the center turnoff. • Kurt Hawkins informed the commission that Chris in the City Engineer's Office � was studying how best to provide additional electricity for the hangers. Included ia that study is whether or not hanger occupants should pay for the electricity t � ' through meters or some formula. Currently, electricity is paid for on a cents/sq. ft. basis. • The Commission unanimously voted to produce its own Minutes and Agenda. The Mayor during his visit to the Commission late last year made it clear that the Airport Manager was to handle the day to day operation of the Airport. The Commission (with its aviation experience) is to suggest policy and create documents that lead to proper decisions relative to the Airport. The Mayor wrote on 7/18/Ol a list of areas that he thought would be appropriate for the Commission to tackle. They are: Rick Wells mentioned that the City has Landscape Standards that are quite detailed and that the Commission needs to integrate special Airport needs with the current City Standards. • The Commission discussed the need for a proper Airport Brochure. Kurt provided samples from other airports and Bob Mc�ee has recent aerial photographs. Mike Gable introdnced Jan W. deWeerd who is the new Assistant Executive Director of the Caldwell Economic Development Council. Jan mentioned that he wanted to coordinate Airport deveiopment with City development through Brochures and Web sites. New business for the Commission will include how best to pr�mote the airport. • � Mag Barker su ested the gg need for tie downs near the Commercial Area at the Southeast end of the Airport. New businesses bniiding in the Commercial Area are likely to need temporary tie downs for customers plus tie downs far their own aircraft. The Commission asked Kurt Hawkins and Tom Lemonager to discuss with the FAA because it would require a change to the Master Plan. �
