Subject: Minutes for the March 7, 2002 Airport Commission Meeting.
Members present: Ray Caldwell, Phil Reed, Bob McGee, Ed Downs, and Phil
Fouts.
Invited Guests: Steve Hassen
• Steve Hassen from Planning and Zoning gave us his perspective on the status of
Ordinance 1833 designed to protect the Airport. Twa years ago, Mayor
Nancolas reported to us that Noise Ordinance 1833 was in place as the first step
in protecting the Airport. About ten months ago, when Steve was first hired, he
attended an Airport Commission Meeting. He stated that the protection of the
Airport was his number one priority. An updated �rdinance 1$33 would be the
• basis for protecting the Airport.
Steve stated that there was absolute[y no pressure on him to update the Airport
Ordinance. There was pressure to complete a project on the Dawntown Historic
District. There was pressure to do a project relating to Albertson College. But
absolutety no pressure to work on the Airport. He said that he had the services of
an eacellent lady who could work on the Airport Ord'enance if it was the priority.
Steve suggested a workshop with all concerned was the only way to get the ball
rolling. Steve also suggested that Ordinance 1833 might not be the best way to
protect the Airporf. Steve has an alternate approach. Steve suggested that City
Attorney Mark Hilty wants to let pending lawsuits rua their course before taking
action on the Airport Ordinance.
The Commission will do further research on the statas of Ordinance i833.
• Cnrt Hawkins reported that the FAA was not in favor of the proposed tie down
area near the Southwest Commercial end of the Airport. The FAA was in favor
of a runway/taziw�y connector near the center of the runway. This connector
should altow landing aircraft te spend less time on the runway thus enhancing
safety. The Commission voted to add the connectar ta the neat FAA building
prolect rather than create a separate proiect.

. • The Commission decided to expand its Program to stay current with
developments that will effect the Airport. The purpose is to be a reliable source
of information for the Commission, the City Council, and the Administration.
Aiso, to pass iuformation on developments at Caldwell Airport to Organizations
that effect our future. The current assignments are:
Nlax Barker — City (relative to Building Standards and Landscaping)
Ed Downs — FAA
Phil Reed — AOPA
Bob MeGee — Idaho State Aeronautics
The idea is to develop a relationship with each organization, communicate at least
once a month, and then report back to the Commission.
