Subject: Minutes of November 7, 2002 Meeting

Minutes for the September Meeting and the November workshop were approved.
We had an open meeting to discuss what we had accomplished and how to proceed
from here. Discussions took place on the Ordinances and the Minimum Business
Standards.
• About a year and a half ago, The Mayor and Gordon Law gave Ray Caldwell a list
of the items they thought were appropriate for the Commission to address. Number
one on that list was the Ordinance to protect the Airport. No one expected that it
would take this long to get, at least, to a point where it can be considered. The
Commission should be commended for forcing this issue.
The other items on the list included:
• Upgrading the Minimum Business Standards for those desiring to do business at
the Airport.
• Rewriting the By-Laws for the Airport Commission
• Rewriting the Airport Manager's Job Description
• Landscape Standards
• Begin Application Process for a new Airport Terminal
The Commission decided to try a new approach. Since each task seems to take so
long it was decided, rather than doing one task at a time (like the Ordinances), to
divide tasks up between the Commissioners. Each Commissioner would then make
recommendations to the Commission on each task. The preliminary task list is:
• Max Barker — Landscape and Building Standards
� Ed Downs — Minimum Business Standards
• Ray Caldwell — Rewriting By-Laws for the Airport Commission

� Gordon Law promised to get a copy of the Scope of Work for the Airport Grant to
the Commission for review. That should be a first step in not only deciding on a
new Terminal, but also developing a business plan for the Airport.
