HomeMy WebLinkAbout07-13-2006 AIRPORT MINUTES MINUTES � �P�,�� o Caldwell Industrial Airport Commission 4601-4 Aviation Way Caldwell, ID 83605 Date: 7/13/06 Time: 12:00 — 1:00 pm Location: (Caldwell Industrial Airport — Office of Curt Hawkins) Commission Members Present: Hoyt Flemming, Phii routs, Mack Kreizenbeck, Boo McGee, Mike Reed, Airport Manager — Curt Hawkins, Christine Heimbigner (City Staffl Commission Members Absent: Scotty Crandlemire, Dean Dishman, Rob Oates, Wayne Thiel, Jeff Miller Guests: Tom Lemenager, Jim & Anita Shore Chairman Bob McGee called the meeting to order at 12:06 PM. 1. Minutes of June Airport Commission Meeting approved and seconded. • 2. Tom Lemenager Update — waiting for signed construction contracts from the sealing and electrical contractors. The seal coating may possibly occur August 3 however the electrical contractor may not be ready to go on that date. The project will most likely occur after the Caldwell Night Rodeo. Want to work out both the seal coat and electrical projects to occur together due to the need to close the runway only once. Ma�vell is the contractor for the Seal Coat project. There was discussion concerning the purchase of land for the airport before the terminal project proceeds. There was discussion around the donation of land for the new terminal bu►ldir.g as we11 as what !aad r.e�us tc be Yu;� �ased. A;,pr�aimatety 30 acres n�eds to be purchased eventually (from Ed Priddy) with 80 total acres needed in the long term. A question was asked regarding the status of roads on the east end in the commercial lots. Plans are to have one done by the middle of October (Dean Dishman Way). The one on the other side is not planned for until at least next year. A question was also asked about the road near Holbrook Maslen's place. Curt indicated that it was in the budget for last year, but the paving company that had been awarded the contract (last year) kept pushing back the project date. It was pushed back so far, that the project money was re-allocated, and the paving was not done. The paving project is in the budget for the next fiscal year (after Oct 1 �' 2006). Mack has been reviewing airport commission notes for previous years. He noted that there was an option for carrying over funds back then and wondered if funds could still be carried over. He also noted that the Airport Commission used to control all Airport . expenses, and hiring and firing. Current versions will go through a final review from Curt and Bob McGee then will be forwarded on to the City Attorney for review prior to being submitted to the City Council. • 4. Sky Star building and discussion of the t e of business h YP t at would be gomg m there. It was noted a non-aviation related business wants the spot. They would be using 27% of the building to store a twin engine. The other part of the structure would be used to house a non-aviation related company-possibly a Siding / Insulation business. The company wanting the building is a big company in other parts of country. A Commission member noted that airport land is precious for aviation use, if we have the ability to require aviation use then we should. Curt recommended a vote by the commission. It was mentioned that the non-aviation portion of the building would have to be sectioned off so there could be no access to the airport from that side. Tom mentioned a place on the Nampa airport that is designated for both, but is clearly marked and divided. It was noted that we could not give any kind of discount on lease rates as those are set in stone. There was some discussion about the company and possible storage of hazardous chemicals. Curt indicated that he has been invited to a round table that specifies exactly what the city requires for the business to get established at the airport. Some commission members took issue with the business as is was not aviation related. The following motion was made: Because of the unique location and characteristics of the Sky Star building, the commission recommends that use of the facility be 100% aviation related. � All were in favor, no opposed, motion carried. Mack Kreizenbeck. — Landing Patterns Mack sent around copies of the finai draft of the flight patterns that nad been updated witn the commission's recommendations. The commission reviewed as Mack discussed changes that were made, with some focus on the LJltra Light flight pattern changes. Patterns basically were the same with very minor changes. These will go out to each tenant and interested party on the airport and will be come an attachment to the Minimum Standards. A motion to approve the airport landing patterns was made by Bob McGee, the motion was approved and seconded by all. 6. Mack Kreizenbeck. — Airport History Weber J. Appel was a barnstormer in early 20's and decided Caldwell was a good place for an airport, so he made a deal with ML Walker to use his land. Appel cleared the land and • made a runway and a year or two later built a hangar. This was done with the City's approval. The City of Caldwell bought 160 acres from Walker and Crookham. And on Nov 6� 1928 first airplane landed in Caldwell. Mack noted that there seems to be a gap in Caldwell Airport history between 1928 and 1946. He asked for names of some old timers 07_July_06 CIA Minutes 7/19/2006 2 of 3 . tie could talk to regarding the airport. It was noted that Bill Crookham might be able to help. Other names mentioned were Bob Collins, Orville Collins, Jim Hayden and Bill Hubler. • Mack also mentioned that he had atten ded the Arlington Fly-In. He noted that the port — potties at the event had signs posted on them that indicated they were only good for 10 people per 40-hour week. Curt gave an update on the port-a-potty that was reported to have been in horrible condition last month at the airport. They are currently emptied every 2 weeks. Curt checked the one in question and found it to be unusable. He also indicated that there was no legible date that showed the last time the port-a-potty had been serviced. A call was made to the company that services them, and they came out for an emergency cleaning. 7. Airport Overlay Zone document will be sent to Mark Hilty for review, then to City Council. g. GA Secure Warning Signs — Bob McGee paid for 5 of the signs, and the city is covering the rest. They are posted on the external fencing near each of the gates. It was noted there is one near Smeed parkway and one near Sky Star as well as near Ustick by the canal. A question was asked regarding theft at the airport, Curt noted that there had been a drastic reduction in theft since the gates and fencing went in, but that a trailer was recently stolen.
