APPR VED Caldwell Industrial Airport Commission 4601-4 Aviation Way Caldwell, ID 83605 Date: 8/3/06 Time: 12:00 — 1:00 pm Location: (Caldwell Industrial Airport — Office of Curt Hawkins) Co�nmission Members Present: Phil Fouts, Mack Kreizenbeck, Bob McGee, Wayne Thiel, Airport Manager — Curt Hawkins, Christine Heimbigner (City Sta� Commission Members Absent: Scotty Crandlemire, Dean Dishman, Hoyt Flemming, Jeff Miller, Rob Oates, Mike Reed, Guests: Jim & Anita Shore, Todd Combs (T & O Engineering), Mark Smith (T & O Engineering) Chairman Bob McGee called the meeting to order at 12:07 PM. • 1. Approval of Minutes of July Airport Commission Meeting postponed due to lack of quorum. 2. Toothman-Orton Update (Todd Combs) The Pre-construction meeting was held this morning. Both prime contractors were present. Crack filling is taking place today (8/4) and has almost been completed. Contractors are ready to proceed with closure of the runway tomorrow (Friday 8/4). Some work on the apron may be done on Saturday. The airport will close again on Monday (8/7) for removal of runway markings, and to fill the remaining cracks. Tuesday (8/8) the airport will close at 8:OOam remaining closed until Wednesday (8/9) night at S:OOpm. Curt indicated the closure impacted fixed wing aircraft only, helicopters would be allowed. The lighting will be done (runway portion) by Wednesday night. Construction should be completely finished up by the week after next. 3. New Airport Security Agreement Form — Curt Hawkins It was noted that the Nampa airport runs a criminal and financial background check on all people leasing property at the airport. Do we want to do the same? A question was asked about who is charged for the check, the tenant? It was thought that was the case. Another commission member noted that if things are working well now, why change them. Curt noted that so far we have not had severe financial issues with tenants. There was discussion concerning one hangar that had been acquired many years ago by the City due to lack of payment of lease. It was agreed that there would be no background checks until it was deemed necessary. • 4. Overview of ineeting with potential Sky Star owners — Curt Hawkins It was in last month's minutes that the CIA commission was opposed to a non-aircraft related 08 Aug_06 CIA Minutes 8/14/2006 1 of 3 � Y . ' Star tenants was to see if there was any additional funding available to help get the business started. The City of Caldwell had first been told that the company would have 60-80 employees, and at the meeting it was indicated that there would be 10. Security issues were • discussed. FAA would also have to OK the new (non-aircraft related) business at the airport. It was noted that the potential company's aviation exposure was limited to one twin-engine airplane that would be stored in the Sky Star building. 5. Extra Items: • Port-a-notties — Wavne Thiel Wayne has been surveying the hangars and the location of the Port-a-Potties. Wayne suggests that we add 7 more. Wayne also asked about the plans for the rest rooms that JeffMiller was going to build on the airport. Those are still planned, but due to delays outside of Jeff Miller's control, it will be next year before they are constructed. Wayne marked on a diagram of the airport, the placement of existing toilets, as well as 7 suggested new locations. He also noted that we had lost several people to the Nampa airpor� after Nampa nad aliowed sewer and water io nangars. TnerG was so;r►e discussion about the alternatives that people were using due to the fact that there were not enough portable toilets. It was thought this could be considered hazardous waste. It was the recommendation of the Caldwell Industrial Airport Commission meeting attendees, that additional Port a potties be placed at the airport. • Skvdivers — Curt Hawkins The area across from Ustick road —(the Southside of Ustick Road) is currently leased out, however Sandy Simmons has OK'd the spot as a potential landing area for skydivers. We would have to buy out the lease if we wanted to use it. Curt indicated • the Lessee's had noted they had planted Alfalfa in the pasture, and they have horses on the land. Curt indicated that you could drive right onto the field from Ustick Road and pointed out that the area would be on the west side of the canal and there would be plenty of room between the drain ditch and the canal for skydivers to land. Curt asked the commission members and meeting attendees what they thought about the future use of the land for skydivers. A member thought it would be a good location for skydivers, when they can no longer use the spot they are using now. • Unicom l�ack bruag�t up the use c� iiie Ur,ic�r.1 sys�e:r, �n� ho �v he l�as trouble getting someone from the Caldwell Airport to answer. He got a response from Nampa, but not from Caldwell (multiple times). It was noted that the Unicom cost the city almost $500 a month. Silverhawk Aviation currently handles the Unicom. • Helicoaters There was discussion regarding helicopters. It was noted there was hovering at intersections occurring. Curt asked for a suggested solution. It was suggested that helicopters should be able to come and go, but not hover. Curt indicated he would discuss the issue with the chief pilot at Silver Hawk to see if we could get some long- term action. The need for courtesy was stressed. There are currently 8 helicopters based at the airport, however, Curt noted he had not • seen more than 4 in the air at a time. Curt stated that they have been being very good about leaving room for jets. Curt asked the commission members present for a solution, it was recommended that helicopters be able to come and go in a set pattern, 08_Aug_06 CIA Minutes 8/14/2006 2 of 3 , y t ". � : but practicing should be done elsewhere. It was again stressed that the ultimate solution would be courtesy. Curt will find out what control the City has over the activities at the airport, and will see if the City can provide guidelines. � Bob McGee mentioned helicopters flying out of the airport last weekend and fl in Y g low. Curt indicated that there had been another company (Silver Stake out of Boise) giving helicopter rides at the fair (every 15 to 20 minutes). They were out of the Caldwell Airport. Curt noted that the airport had received multiple complaints from citizens on Monday, regarding these helicopters from Boise and how low they were flying (as well as how late in the evening). 6.
