Chairman Bob McGee called the meeting to order at 12:01 PM.
1. Minutes
Acceptance of Minutes for January 2007 Airport Commission Meeting was moved and
seconded. Motion passed.
2. Cranes on Interstate
There was brief discussion regarding the use of 2 cranes, 150 ft. tall, for construction at
� Exit 29 on I84, by the Flying J Truck Stop, as this is 6,650 ft. from the airport, and a
possible hazard. Curt informed the Commission members that this may not be an issue,
since the cranes were within legal limit, not over 188 ft. in height. However, there is
concern of the fact that the FAA Form 7460 was not submitted to the FAA before
construction began. Any object within 20,000 feet of the Airport at a ratio of 100 to 1 in
height must submit Form 7460 to the FAA.
3. St. Lukes' Hospital & Mercy Hospital Update
Curt Hawkins passed around the letter that was written to send to Mercy Hospital. There
was discussion regarding whether to send the letter or not. Concern was voiced regarding
an article in the ALPA Magazine, about a case in Nevada with similar facts where
someone built off the end of a runway. In this case, the county had written a letter of
concern, but the party then sued the county, claiming they owned both the ground and the
air 500 ft. above the ground, and they won a judgment against the county,
It was stated that the city attorney needs to investigate the Idaho law, as to how it relates to
the Nevada law. It was also recommended that CIA not send the letter to Mercy until sure
of the law, and possible similar ramifications. Curt Hawkins said that the city attorney had
read this same article and it was still okay to send the letter.
There was also discussion about Proposition 2.
• Discussion followed as to whom the letter should be sent. It was suggested that it be sent
to the hospital administration, Nampa Planning & Zoning, Nampa City Hall, county, and
as many entities as might be involved in the process.

A member brought up the possibility that having a hospital on the proposed site could
interfere with instrument approaches.
• Tom Lemenager recommended contacting FAA. Perhaps FAA would contact the Owner
to find out more. Possibly the FAA could also give more information as to whether there
would in fact be a legal problem. Curt mentioned that he had already placed a call to FAA
regarding such, and was waiting for a return call.
Tom Lemenager also stated that an engineer with JUB, who is working with St. Luke's
Hospital on the Northwest end of the Airport, had contacted him regarding getting a copy
of the airspace plan (from the ALP set) for the hospital, so apparently the hospital is doing
research regarding airspace.
Concern was voiced that the building of the hospitals could jeopardize an instrument
approach, and specifically a precision approach. Curt emphasized to the commission that
the purpose of this letter is to try to protect both ends of the runway for a precision
approach.
Marty Koch mentioned the main reason the Airport moved here to its present location was
to get away from West Valley Medical Center (hospital). The traffic pattern for the old
Airport indicated an immediate left turn after takeoff to avoid flying over the hospital.
The need to let the community know, beforehand, of possible impact was repeatedly
voiced, to avoid or at least defuse later issues.
+ Curt mentioned that the current noise ordinance covers one mile off the ends of the airport
& one-half mile off the sides, and both proposed hospital building sites are just outside
those boundaries, but that hospitals and airports are not good neighbors.
Someone brought up the question of whether a similar letter should be sent to St. Luke's,
with copies to the county, city, etc.
It was also suggested that the letter(s) be sent as registered mail to the hospitals, so that
receipt would be verified.
Another member encouraged not only letters, but also meetings face-to-face with the
hospital administrations. Curt discussed a previous face-to-face meeting with the President
of St. Alphonsus Hospital.
Consensus was given that Curt will send out the letter to Mercy Hospital
4. Update on AIP — Taxiway Lighting and Land Purchase by Tom Lemenager
Tom Lemenager informed the Commission that the signs will be installed Friday &
Saturday, February 2 °d & 3 First, there would be some voltage regulator work done in
the vault building, and then the signs would be placed. Tom showed a diagram of the sign
placement. He said that all signs should be up and operational by Saturday night except
for four or five. The workers will be working outside the runway safety area, so they will
• not have to close any operational surfaces.

' Regarding the land purchase, the Houston land has been appraised, the appraisal has been
reviewed and it is believed that the land has been purchased. He said Toothman-Orton role
is to get the paperwork processed so that the City can be reimbursed by the FAA.
• 5. Terminal
An update on the building of the new terminal was requested. Curt stated that it would not
happen this year, but possibly next summer, 2008.
Tom Lemenager mentioned that the building is designed "in space", but land is not yet
owned so the design is not actually ready for construction until land could be purchased
and the site design complete.
Curt stated that since the EDA grant was turned down, that probably a scaled-down version
of the terminal would have to be built. However, he mentioned that there was one more
chance, regarding the EDA, in the next two weeks to come up with an EDA grant. Jeff
Miller suggested checking with Kingstons on the Airport, as there are many jobs that could
influence EDA's decision there.
6. Commission Member Roster Update
A copy of the current CIA Commission Member Roster was passed around for revision
and update of contact information. A copy of the revised Roster will be included with the
mailing of this meeting's minutes to the members.
7. Airport Land South of Aviation Way
Curt Hawkins asked for input from Commission Members regarding use of the airport land
. on the south side of Aviation Way, which has no runway access. He requested ideas as to
how this land could be utilized, and whether it could have non-aviation related uses.
Mack Kreizenbeck stated that storage buildings should not be put there. Jeff Miller offered
that storage sheds might fill a need.
The fact was brought up that storage facilities right off the interstate would have a poor
visual impact. Another stated that mini storage would serve as a good noise buffer.
Someone suggested this land should be used for aviation related businesses, such as office
buildings for businesses that use the airport occasionally, and could benefit from close
access to the airport.
Catherine Weber suggested that the land could be used for housing students of pilot
schools. Someone else agreed that this would be aviation related.
It was stated that FAA would probably not allow this on land funded by the FAA.
Curt Hawkins brought up the question of the many airports around the country that have
hotels/motels right in the midst of the airport.
There was discussion as to how this would benefit the airport. It was mentioned that there
would be Lease income from the square footage. In addition, the students would be living
� in Caldwell, spending money here, which would benefit the city. Currently many of these
students are living in temporary housing in Boise, Nampa and other areas, wherever they
can find affordable living space.

The consensus of the Commission is that if this proposal could be approved, then this
should be pursued, and most agreed that pilot training facilities and associated temporary
� housing are aviation related.
Tom Lemenager stated that if the Commission would like to try this, Gordon would
probably be willing to take it to the FAA and see what they say.
A motion was made, seconded, and approved that the proposal to use the airport land south
of Aviation Way to provide student housing for Pilot School students should be submitted
to Gordon for presentation to the FAA.
8. Airport Cleanup
The suggestion was made that a notice be placed in the Airport newsletter calling for a
"Spring Cleanup," and urging participation by the whole airport community.
Another suggestion was given that perhaps it would be possible to have prisoners brought
out to help with cleanup.
