Minutes of February 2007 Airport Commission Meeting approved and seconded. Curt asked the Commission Members if they would approve the agendas and minutes • being e-mailed to save postage and time. This was unanimously approved. 2. Hospitals — Mercy and St. Luke's Curt reported the letters were sent out to the Mercy Hospital Administrator, with copies sent to the Nampa Mayor, Tom Dale and Nampa Planning Director, Norman Holm. However, letters were not sent to St. Luke's Hospital because Curt was informed by City Hall that we have a noise ordinance and St. Luke's is outside that area. Caldwell City Council is in favor of having the St. Luke's Hospital built. Bob McGee worried about instrument interference. There was discussion regarding approach & missed approach area distances. It was suggested that the Board needs clarification on this issue. Curt showed an overlay map with the noise ordinance and showed where the proposed building would be constructed. Mack Kreizenbeck suggested paying a visit to St. Luke's to discuss instrument interference. Curt says he doesn't have the blessing to do that. No one agreed to go with Mack. It was suggested that it would not be wise to go against the City Council decision. It was mentioned that the Airport Commission has gone on record as being against the building of these hospitals at our February Commission Meeting. • It was again mentioned that airports and hospitals would never be good neighbors. i£Y ��` €..£.�� t,. �:�'a. �xlP�i'.�.?2L-. #�? .€'�� �E§Z} S ¢..TItl� � There was a question regarding the effect of approval for a precision approach. It was stated the object free area for a precision approach has been deemed legal as pertaining to • St. Luke's proposal. No problem. Hoyt suggested as a part of negotiations with the hospital that we could include a waiver requiring an avigation easement and sound proofing insulation. Several agreed with this suggestion. It was also suggested that Gordon be asked to attend the next meeting of the Airport Commission, on AprilS the purpose being to set our minds at ease concerning St. Luke's. 3. Tom Lemenager — AIP- 16 & 17 Updates Tom Lemenager reported that the sign project appears to be finished. Last Sunday the last signs were installed and the contractor will be paid. This project is AIP-16. Tom L. stated that AIP-17, regarding the purchase of land, is still proceeding. He explained that AIP-17 is involved in the city's purchasing land. Toothman-Orton's responsibility for the project is to make sure the Sponsor is being paid as eligible expenses are incurred and completing the required FAA paperwork. To date the Sponsor has not sent Tom any bills to be reimbursed. � A board member inquired about the total cost of AIP-16. Tom L. said he thought it was between $400,000 and $500,000. Tom further explained that there is no construction going on under AIP-17. He said the city is putting money into land — a portion of the Priddy property, and the Houston property, which has already been purchased. Tom showed on a map where these properties are located. A possible donation of land from the Priddy family is also in the works. Curt mentioned that they are in the process of appraisal for the land right under the new terminal. The terminal location is next to Linden, with Linden possibly being re-routed or closed. 0 4. Rental of Darcy Maag Building Curt Hawkins reported that the possibility of the business with the cranes is no longer on the table for the Darcy Maag building. However, there are other options for the building to consider. An upholstery business that upholsters airplane and automobile interiors, seats, etc. is considering the location. • Curt was not sure about where the Commission members stood regarding consideration of using the space for temporary housing/dormitory for students receiving flight training on the airport. ,-r� ; �m e ��° `'�"1� � �.�>' L. � '� _�"1i�,���;���: m tt�t�:�3 > �;'����_;_`` '? r>�°�;. There was a question about checking with FAA on this possibility. Someone stated that • the new airport zone includes motels. It was considered questionable as to whether FAA would approve such use. It was suggested that information be given to Gordon Law, so he could make the inquiry of the FAA. Someone else questioned the feasibility of an upholstery business in such a small place. It was questioned whether the Commission previously approved the concept of the apartments? Most did not think the idea was actually endorsed, but that further research on the idea should be pursued. Curt Hawkins read the portion of the February Minutes that addressed this issue. It was then agreed that Curt would follow this up. Hoyt mentioned that this area is the entrance to the airport, and it needs to look good. Someone recommended finding out how much airplane upholster business that person has done. 5. Dishman Place Construction Curt Hawkins reported on the the progress of the Dishman Place Construction: • The gas & phone lines should be completed tomorrow 3/2/07. The fire hydrants are already in. Roads should be completed within 30 days. Project completion is estimated to be 60 days out. There was a question regarding the process for paying for this construction. Curt explained that tenants pay for utilities, excluding sewer and water, and then we charge the Lessee at time of lease signing. The total cost is divided between all of the hangar owners. For Dauntless Place, the cost per Lessee was $40.43 per lineal front foot. For Dishman Place this cost will be different, depending on the total cost for the work accomplished. Water and sewer are charged at normal city connection fees. A question was asked about having the access through Gate #4 paved at the same time as this other paving is done. Curt reported that the Gate #4 asphalt work will be done by Capital Paving, and is already scheduled to be laid down as soon as the asphalt batch plants open. Curt also reported that the roof repair on the Aviation Maintenance building is finally completed. Mike Reed asked if a sign has been made to put on the fence near the Aviation � Maintenance building to stop the dumping of oil and batteries. It was suggested that we put it on the fence in big letters. It was also suggested that a blurb be placed in the newsletter regarding not dumping oil and batteries, as these are not picked up by BFI. �_..� � ° _`�'����§�=w. ����<�� � i ;��� , �,��� , �. Someone else suggested the possibility of supplying a barrel in which to dump oil. It was � stated that it must be specifically labeled for that purpose. Jim Shore of Shore and Shore Aviation said they would receive used motor oil at no charge. 6. Noise Legislation Curt reported that Bill Miller, previously with the Boise Air Museum, was pushing for legislation statewide to help communities develop their own noise ordinances. Curt testified at a legislative committee hearing regarding this issue. Copies of the proposed legislation were given to the Commission members and parts were read aloud. Curt stated that he doesn't think the legislation has enough teeth in it. He reported on the hearing, mentioning that the legislators considered this a regulatory taking ofproperty. Curt disagreed with this concept, but stated that he was not allowed to address this issue at the hearing. Curt then explained his reasons for disagreeing with this concept to the Commission members. Curt stated that this legislation is still in committee. Myron Tucker discussed a 1970 Gowen Field noise ordinance issue regarding a riding academy. � 7. Helicopter Issues Wayne Thiel asked a question about landing order, when a helicopter is hovering at an intersection, especially when hovering inside the runway hold short line. Hoyt explained legal process. Curt asked for suggestions as to how to get teeth to correct this problem with the helicopters. Curt says he has talked to them several times and they've promised not to do this, but then it is still not being complied with. Hoyt stated that we need to start documenting, then go to FAA. This is a safety issue. It was mentioned that in the past Nick Weber has said they should not hover anywhere on the taxiway.
