CALDWELL PUBLIC HEARING BEFORE HEARING EXAMINER
� MINUTES
June 30, 2004
I. Cail to Order — Hearing Examiner, M. Jerome Mapp, opened the meeting for the
public hearing at 7:15 p.m.
II. Review of Proceedings — Mr. Mapp outlined the procedures for the public
hearing.
Members Present: Joan Johnson, Debbie Geyer, and Scott Woods, Engineering
staff.
III. Old Business
The Hearing Examiner approved and signed minutes of April 30, 2004.
IV. Hearings -
A. Case Number SUP-217-04, a request by Craig Bradshaw for special use permit
approval to construct a 4-plex in an R-2 (Medium Density Residential) zone. The
site abuts the east side of Ohio Avenue approximately 200 feet south of Beech
Street.
� Testimony:
Steve Hasson, Community Development Director, presented the staff report.
Sallie Palleria, Applicant's Representative, testified in favor.
LaRie Hollingsworth and Jeanne Dorsey, signed in favor, but chose not to speak.
Public testimony closed — Mr. Mapp closed public testimony.

Comprehensive Plan Analysis: Mr. Mapp found that the request was applicable
to the following Comprehensive Plan components: Property Rights - Goal,
Objective A, B, C, D and Policy 1; Special Areas or Sites Component — Goal;
School Facilities and Transportation — Goal, Objective A and Policy 1; Economic
Development — Goals I, II, IV, Objective A, Policies 1 and 3; Land Use — Goals I,
II, III, IV; Objectives Applicable to All Land Uses — A and B; Public Services,
Utilities and Facilities — Goals I, II, Objectives A, B, C, and Policy 1;
Transportation — Goal Applicable to Circulation, I, II, III, IV; Goals Applicable to
Functionally Classified Road Map — Objectives B, C, Policies 4 and 6;
Community Design — Goal, Objectives A, B, C, and E; Public Safety Component
. — Goals I, II, Objectives A, B, Policies 1, 2, 3, 4, 5, 6, 7, and 9.

t Findings of Fact on Case No. SUP-217-04: The Hearing Examiner accepted
the general facts as outlined in the staff report, public testimony and Exhibit PZ-
1000.
Conclusions of Law on Case No. SUP-217-04: The Hearing Examiner
accepted the Conclusions of Law as outlined in the staff report.
Order of Decision on Case No. SUP-217-04: The Hearing Examiner approved
Case No. SUP-217-04 with the conditions outlined in the staff report.
Public Hearing Closed - Mr. Mapp closed the public hearing.

B. To hear concurrently Case Numbers SUB-105P-04/ANN-90-04, a request from
GoFast Development, LLC, to annex approximately 71.67 acres of land as R-1
(Single Family Residential) zone, and for preliminary plat approval of Ponderosa
subdivision which consists of 362 residential lots and 13 common area lots on
90.87 acres. The site is located on the east side of South Florida Avenue and
abuts Homedale Avenue to the south.
Testimony:
Steve Hasson, Community Development Director, presented Exhibit PZ-1000, a
• letter from the ApplicanYs Representative, Rita Earl, requesting that the public
hearing be deferred for the Ponderosa Subdivision July 28, 2004, at 7:00 p.m. at
the Caldwell Police Department Room before the Hearing Examiner.
Public testimony closed - Mr. Mapp closed public testimony.

V. Adjournment:
The Hearing Examiner adjourned the meeting at approximately 7:35 p.m.
