Call to Order — Chairman Archuleta called the meeting for the public hearing at 7:00 p. m. II. Roll Call — Members Present: Chairman Janie Archuleta, Jack Teraberry, Sylvia Robison, Joyce Griffith, Paul Alldredge, Michael Jakobson. Staff Present: Steve Hasson, Community Development Director, Joan Johnson and Scott Woods (Engineering Staf�. III. Review of Proceeding — Chairman Archuleta reviewed the procedures for public hearing. IV. Old business — MOTION: Commissioner Robison SECOND: Commissioner Teraberry. Approve minutes of June 12, 2003. Passed: Unanimous roll call vote. V. New Business - Hearings • A. Case No. VAR-26-03, a request by the Crookham Company for approval of a variance to allow relief of the 20-foot front setback requirement in an M-1 zone and landscape performances associated with new industrial construction. The site is located at 301 West Warehouse. Steve Hasson, Community Development Director, presented the staff report. Greg Brown — Applicant, testified in favor. Testimony closed. Case No. SUB-48P(E)-00, a request by Capital Development for a one-year extension of Manchester Park, Units 6-12, of the preliminary plat granted by City Council on June 19, 2000. The site is legally described as NE '/ NW '/ and SE '/4 NW '/4 of Section 33, T ownship 4 North, Range 3 West, Boise Meridian, Canyon County, Idaho in an R-1 zone. Steve Hasson, Community Development Director, presented the staff report. Rita Earl, Applicant's Representative, testified in favor of the application. David Yorgason, Applicant, testified in favor of the application. Case No. ZON-34-03, a request by Russell Snow to rezone three parcels from R-1 (single family residential) to C-1 (neighborhood commercial). The � site abuts the south side of Logan Street, approximately 350 feet west of Planning & Zoning Commission Minutes — July 16, 2003 , Kimball Avenue and extends 300 feet southward and is also know as 115 and • 123 West Logan Street. Steve Hasson, Community Development Director, presented the staff report. Russell Snow, Applicant, testified in favor of the application. Don Brown, testified as neutral of the application. Comprehensive Plan Analysis - MOTION: Commissioner Alldredge SECOND: Commissioner Teraberry. The request was applicable to the following Comprehensive Plan Components as outlined in the staff report; Property Rights — Goal; Objective B and Policy 1; School Facilities and Transportation — Goal and Policy 1; Land Use — Goal, Objectives Applicable to All Land Uses — Objectives C; Policies for Commercial/Industrial Use - Policy 3; Public Services, Utilities and Facilities — Goal and Policy 2. Findings of Fact on Case No. ZON-34-03- MOTION: Commissioner Robison • SECOND: Commissioner Teraberry. Accept the general facts outlined in the staff report. Passed: Unanimous roll call vote. Proposed are goals, objectives, policies and perFormance measures that will guide city decisions regarding growth and development over the next twenty years.
