Chairman Bob McGee called the meeting to order at 12:00 PM.
1. Minutes of March 2007 Airport Commission Meeting
Motion was made and seconded to accept March 2007 minutes. Motion passed.
• 2. Mercy Hospital Update
Curt stated that he and Bob McGee met with a representative from Mercy Hospital to
explain our concerns; however there doesn't seem to be anything more we can do.
The Mercy Hospital representative's question at the meeting was whether the FAA or we
can prevent Mercy from going forward with their plans. Curt had answered that probably
neither could stop them.
It was stated that it is good that as a commission, we've voiced our concerns and have been
proactive. When the complaints come, at least we're on record. Curt stated he wants to
testify at any meeting where public input is allowed.
A six-story building is planned. Mercy considers this site one of the most favorable sites
in the valley for a hospital.
3. Rental of Darcy Maag Building
A copy of an email was given out from Sandy Simmons, of the FAA regarding non-
aviation use of airport property. Two people have requested use of the Darcy Maag
• building: a mini-barn company, now located in Farm City, and Knipe Real Estate.
Members had questions about whether this is a footprint lot & whether the board would

have authority to approve sub-lease tenants. Curt answered that it is a foot print lot and the
board �vould have authority to approve any sub-lease tenants.
• Motion made to lease to the real estate business rather than the mini-barn business.
Discussion and general consensus was preference for the real estate business. Approval
was given for leasing the Darcy Maag Building to Knipe Real Estate.
4. Meetings — FAA in Seattle on 4/16-18/07 & IAMA in Sun Valley on 5/16-17/07
Curt simply gave the dates for the FAA Seattle Conference.
IAMA meeting — An information sheet was given out, and Curt encouraged board
members to attend. He stated that this was a good opportunity to talk with FAA people,
engineering firms and other airport managers.
5. Payette Airport — Possible closure
Wayne Thiel reported on the Payette Airport Fly-In that took place on Saturday, March
l O A good show of support was evidenced for the Payette Airport with 85 airplanes
flying in and a good share of them from the Caldwell Airport, along with Wayne Thiel and
Curt Hawkins.
Curt stated that a developer is trying to purchase the Payette Airport to build condos along
the golf course. An arganization has been formed to support the continuance of the airport
called "Friends of the Payette Airport" (FOPA). Applications were provided for board
• members.
6. Minimum Standards & Airport Zone Update
The Minimum Standards are in process of being sent to all city council members. Curt
will email the new Minimum Standards to them, and then we'll make a formal petition to
the City Council.
Regarding the Airport Zone, a copy was sent to Gordon Law for his review. Curt H. &
Bob McGee had a meeting w/ Gordon, who sent it back for revision. He thinks it is too
restrictive. More work will be done on this.
7. Signs on Dumpster re: Haz-Mat
Mike Reed graciously hauled off a lot of trash that BFI does not take. Signs were made
and placed right on the dumpster, restricting the dumping of hazardous materials.
However, since their posting, new oil has been left alongside the dumpster.
8. EAA B-17 & Caldwell Airport Festival
Curt reported that the EAA B-17 will be arriving here the evening of June 4 and leaving
the morning of June 7 While here, rides will be available for $375. Security has been
� lined up, and everything is ready to go. There will also be a static display of unique
airplanes.
There was no discussion on the Caldwell Airport Festival.

9. Tom Lemenager Update
Tom Lemenager of Toothman-Orton Engineering said there was not much going on
. regarding new construction at this time. The FY —07 project involves land which is being
appraised for purchase with FAA dollars.
A question was asked regarding the appropriation for the coming year. Tom stated that the
entitlement money is currently $150,000 / year. He thinks, however, that this is going to
change next year. They are redoing their program. There is a rumor that the amount of
entitlement in the future will be determined by based aircraft at a general aviation airport.
Under 10 based aircraft would receive nothing, 10-50 would receive $100,000; 50-100
would receive $200,000, and over 100 would receive $400,000. Tom stated that this
program would be good for us because we would receive $400,000 of entitlements this
year.
Tom said that President Bush has approved the FAA's FY —07 funding program. The
program is continuing without change this year.
Tom L. gave loading rates for the ramp. There was discussion of loading issues. Tom
brought a chart showing the ramp or apron is stressed for 70K dual wheel and SOK single
wheel.
10. Civic Partner's Development
Curt discussed a meeting in town regarding Civic Partner's Development, who built the
• City Hall in Boise. They are considering building a new Caldwell City Hall, one full block
between the one-ways. They are also considering coming to the airport and building a new
terminal and runway. Curt stated that the price of land doesn't seem to make any
difference to them. This is their fourth time back — out of Reno — and there seems to be
some interest from city hall. Curt had a good meeting with J.P. Caspar, of Civic Partner's
Development at the airport office.
