Chairman Bob McGee called the meeting to order at 12:03 PM.
1. Minutes of April 2007 Airport Commission Meeting
Motion was made and seconded to accept Apri12007 Minutes, as revised. Motion passed.
2. Minimum Standards Revisions for Commission Approval
Motion was made by Marty Koch to approve the Minimum Standards Revisions, as
previously discussed. Motion was seconded and passed unanimously.
• 3. "N" Numbers Needed
Curt Hawkins discussed the Entitlement funds from FAA, which were brought up at the
April Commission Meeting. In order for the Caldwell Airport to receive the $400,000, we
need at least 100 N-numbers from based aircraft. The CIA Newsletter, which was mailed
out May 3 asked for volunteers to email us their N-numbers. These will be submitted
on-line to the FAA. The timeline for this is unknown, but Tom L. thought it should be in as
soon as possible.
4. Report on Seattle Conference
Curt Hawkins and Tom Lemenager recently attended the FAA Conference in Seattle, WA.
They reported on some of the highlights of this conference.
Curt mentioned that user fees were really pushed. A speaker from the FAA presented their
reform proposal for Congress, which would add a 50-cents/gallon taac on Avgas added to
the 19.4-cents/gallon federal tax plus the state tax; then also there would be landing, take-
off & parking fees. There would be no airspace user fee. The speaker stated, "We're one
of 11 countries not collecting user fees."
Tom L. added that this will be very controversial, as well as their proposal regarding
providing no entitlement funds for airports with 10 or less based aircraft. While the new
system for distributing entitlement funds would benefit some (Caldwell Industrial Airport
. for one), many would lose out. He also saw the gas tax as being very controversial. They
proposed a total of 70 cents. The PFC would go up from $4.50 to $6.00 or more per
passenger.

__ � Tom stated that if anyone is interested in knowing more about this speaker's proposals, his
speech could be read'on the internet, under the name Kurt Schaffer.
• Tom L. mentioned a new satellite based air traffic control system, which would cost
$6,000-$7,000 to put in each aircraft. Eventually everyone may be required to have this
box in their airplane.
Curt mentioned that a man from the GA Centennial Airport in Denver pointedly debunked
the FAA proposals of the previous speaker on user fees.
Curt said that although this does not pertain to our airport at present, it was interesting to
learn from a lady with the Portland Airport concessions that 14 million people per year go
through that airport and the average spent per person is $9.75 on concessions. Also, that
airport nets $6 million per year from coffee sales. They are also pushing to sell more food
for people to take with them on the plane, called "plane food".
5. IAMA Conference in Sun Valley
Curt mentioned some of the highlights of the upcoming Idaho Air�ort Management
Association (IAMA) Conference in Sun Valley on May 16 & 17 , 2007, such as a
presentation by MAF at the noon luncheon, and people from Payette talking about how
they saved their airport from closure.
There will be an IAMA business meeting and new officers will be elected. The nominating
committee has made nominations, and more nominations can be made during the business
� meeting. Curt stated he is not running for reelection as president, as he has been president
of Idaho Airport Managers for the last four years.
Rooms will be $100 per night, and most of the food is free; there will be food provided at
the reception, a continental breakfast is provided, and an engineering firm usually donates
lunch.
6. Update on Dishman Construction
Curt reported they are in the final stages of construction and all that is left is laying down
the asphalt.
Curt also mentioned that Capital Paving, who was chosen by City Council to do paving on
some other projects, has not yet done the work. Curt has repeatedly tried to contact them,
with no response. Seeco Paving will be contacted to do so, if Capital Paving does not soon
return the calls.
The question was asked as to how much of Dishman Place is leased. Curt responded that
all of it is spoken form, unless they back out. However, there is long list of backups, and
backups for the backups.
Because there is a great demand for leases, we will try to get construction of the next street
� over in next year's budget.
