Chairman Bob McGee called the meeting to order at 12:05 PM. 1. Minutes of July 2007 Airport Commission Meeting . Motion was made and seconded to accept July 2007 Minutes. Motion passed. 2. Presentation from ZGA/ Silverhawk Realty/ Civic Partners Team Terry Rinearson.of Silverhawk Realty gave a presentation regarding their plan for the expansion of the Caldwell Airport using an"idea board" diagramming Civic Partners suggestions on Caldwell "Municipal" Airport. First they would recommend extending the existing runway and enabling it for heavier loads. Later adding a second runway on the eastern side. The second runway is needed so one is available while the other is shut down for repairs. They would locate the terminal close to existing terminal. Leaving most of the area for industrial park or supporting industries. Terry said they have secured a private individual for funding the terminal. They would cover the canal & move Aviation Way closer to the highway. He said the Star 250 program would put highway off-ramps on Linden going West & Ustick going East. Terry R. also stated the Caldwell Fire Department needs to relocate to this side of the highway to service new housing developments. He said they would like the 10 acres adjoining north of the airport. Mike Simmonds of ZGA Architects & Planners stated that a private individual is interested in funding the terminal. Some preliminary ideas for use of the terminal: 2— 3 acres would be needed, executive lounge, pilot support, culinary support from BSU, cafe & food services, a pilot training component with flight simulators, a hangar bay for transient parking and an expanded parking lot. • ���� ���'1 _(�°�`_�,�;� .��3��€tA��;�r g ������.� �� ��;`'_'.,��i�°� 1 ���" � � � It was stated by Simmonds that the private individual who would fund the airport terminal would like exclusive rights for fueling — Curt explained that this was not possible, due to FAA regulations. • Bob McGee mentioned the 200 ft that are required for the safety area. This was not accounted for in the Civic Partners diagrams. They also present the possibility of rail service being developed. Idaho Northern & Rio Grand axe interested. They would like to put another rail terminal fairly close to airport, going north to Cascade and McCall. Curt asked the name of the FBO. Mike said his name was Steve, Trinity Investments. Terry explained that the exits on the highway could be done with private funding, and then the government could reimburse them later. Bob McGee asked who would pay for the operation of the tower? Someone suggested that the Federal government might pick up portions of operation costs. Whoever takes over ownership of it would probably pay for its operation. Mike Simmonds stated that the main focus for the tower would be for executive air traffic, not commercial. Following the departure of the Civic Partners group from the meeting, Curt asked Rob Oates to explain background of Civic Partners. He declined. He did say that Civic Partners is just one group out of several that are involved in planning and strategy sessions for • downtown Caldwell, discussing a new administrative complex, including a new city hall, commercial aspects, also some residential. Three groups have made proposals. The City of Caldwell has not yet selected the team. Rob did state that for discussion purposes, it is interesting to see someone else's proposals. He also cautioned against being in a rut, and suggested that it may be possible to consider ideas outside the box. 3 • Toothman-Orton Chuck Sundby, is the Head of Operations for Aviation Services (?) at Toothman-Orton. He also introduced Chris Pomeroy, who is working on land acquisition. Kevin Bissell will be the Airport's primary contact, but Chuck stated that he will be overseeing Kevin's work. Chuck was involved in the development of the original master plan for airport expansion — working with the FAA. Chuck said that Bill Statham of State Aeronautics is moving forward with an updated economic impact plan. Caldwell will be a key airport. Wilbur Smith & Associates is working on that project, and Toothman-Orton will be working with them. A member asked what the current threshold is that triggers a control tower. Chuck stated that there is an avenue for the airport to become a federally operated tower, however, . federal funding is not likely. However, the facility would have to be built & maintained by the city. , Rob Oates suggested the possibility of including a tower shell in our terminal plans, but not outfit it until a later point, when needed. Chris P. said he would forward information regarding the tower to Curt. 4. Status of Minimum Standards & Airport Zoning Curt stated that the Minimum Standards have been finalized 100%, except they are still waiting for Mark Hilty's approval. At that time the Airport Zoning will be sent in also. 5• Airplane Auction This is planned for November 10, 2007, using Ed Priddy's hangar. This is being promoted all over the West, and there will even be virtual bidding, online. Curt suggests giving them the first year free, and after that, perhaps charging or having them reimburse us for any out of pocket expenses. Curt doesn't know what these would be at this time. 6. Dishman Place The paving on Dishman Place is now finished. The name has been officially changed to � Dishman Place (not Way). Curt explained the procedure used for leasing the lots on Dishman Place. All lots were leased by the first person on the list, except for one person; the second person in line took those lots. Five people leased 371ots. It was mentioned that we need the other road finished right away, but Curt explained that it is not in the budget for next year. 9. Tri-State Manager's Meeting Curt gave the date and location for the Tri-State Manager's Meeting, which he will be attending. It will be in Moscow, Idaho on September 26 2007. He stated that there has been quite a shift of personnel at the Renton ADO, which will be further explained at this meeting. 10. Bob McGee — Operations listing Bob had a listing of # of airport operations in Idaho, placing Boise #1, with 171,000 operations, and Caldwell #2, with nearly 130,000 (not including helicopter traffic.
