CALDWELL AIRPORT COMMISSION
November 1, 1990
Present: Marty Koch, Paul Collins, Mack Kreizenbeck, Bob McGee
and Garret Nancolas.
The meeting was called to order at 12:15 p.m. by Marty Koch.
The Airport Manager reported that a meeting was held on October
26th, between City Officials and Special Resource Management
concerning the results of testing at the Precision Flight site.
It was decided to process several more samples to further define
the extent of the contaminated area and the specific materials in
certain sample areas. After this is completed, a City position
will be formulated and the resolution of the problem will be
discussed with the State.
The need for an aircraft wash rack was discussed. Lee Rice of
AVJET Aviation stated that aircraft could continue to be washed
in his leased area. It was decided that construction of a wash
rack was not a priority at this time and the item was tabled.
The location and lease parameters for Dean Wilson to establish a
manufacturing facility at the Airport were discussed. It was
moved and approved to locate this facility at the northwest end
of the Airport (north of the beacon). The specific parcel of
approximately 90,000 square feet will be identified in the lease.
The following factors were considered and discussed in approving
the location for this facility:
l. Master plan and subdivision changes.
2. The previous discussions with the Civil Air Patrol
concerning this area.
3. Turf farm operations.
It was also moved and approved that the Airport Manager and City
representatives negotiate a rental amount which is in line with
current rates at the Airport. There are several options open
depending upon who constructs the building and Economic
Development funds available.
A proposed ground lease with Mack Kreizenbeck for hangar
construction was discussed. By mutual agreement between Mr.
Kreizenbeck and the Commission, it was decided not to proceed
with the lease at this time.
It was moved and approved to lease Mr. Wade Woodson approximately
4,000 square feet of ground to construct a hangar. This will be
a standard airport lease.
The Airport Manager reviewed a letter he had sent to NEICO
Aviation encouraging them to move to the Caldwell Airport.
Marty Koch asked for nominations to fill the two Commission
positions expiring in January, 1991. These are Mack Kreizenbeck

and Bob McGee. Mr. Kreizenbeck said he would accept another
term. Mr. McGee said he was undecided and would let the
Commission know his availability at a later date.
Lee Rice suggested that a variance be requested to allow the
building of a 40 foot deep hangar in the remaining portion of a
33 foot block. The Airport Manager will investigate this.
Mack Kreizenbeck suggested that members contact Congressman Larry
Craig concerning the restrictions on seaplane operations on Lake
Lowell. The intent being to enlist his assistance in easing
these restrictions.
