12-02-1999 AIRPORT MINUTES , ' Caldwell Indust�ial Ai�po�t 4601 Aviation Way Caldwell, Idalto 83605 Phones 2-8-459-9779 Date: December 3` 1999 To: All Airport Commission Members From: Jack Pearson, Airport Manager Re: Minutes of December 2" Commission Meeting In addition to the airport manager, all commission members were present. This included Dr. Roy McLaughlin, Dean Dishman, Tony Elordi, Budd Kehne, Ray Caldwell, Phil Fouts and Bob McGee. Visitors present were Dick Winder, Kevin Bissel, Bill Hinkle, Ed Downs, Doris and Lee Rice and Jim and Anita Shore. The meeting was called to order at 12:01. No approval of the November minutes were needed. Items discussed for the agenda and actions taken were: 1. The commission voted to approve the concept of CADY Industries building an approximate 12,000 sq.ft. building between their present location and Aviation Way. Building to be designed to accommodate aircraft should the need arise. 2. Kevin Bissel from our engineering firm Toothman-Orton gave a progress report on our current Airport Improvement Project. Weather will soon dictate a work stoppage. 3...There was a great deal of discussion re�arding the housing project proposed for the area between Highway 20/26 and the airport. The commission voted unanimously to recommend the following statement be brought to the attention of the mayor, city council and all concerned parties. Plecrse Reac� Page Two of These Minutes � . Minutes of December 2"`� Commission Meeting Page Two The Caldwell Airport Commission moved to remain in favor of the Caldwell Industrial Airport Master Plan as accepted by the FAA and the City dated November 1997 and therefore supports the annexation of the properties between 20/26 and the Airport. The Commission is opposed to the use of the above properties for residential purposes because it would jeopardize the Caldwell Industrial Airport Master Plan and: - • May make the City of Caldwell liable for return of the up to �8,000,000 plus interest invested in the Airport by the FAA based upon the Caldwell Industrial Airport Master Plan. • May Jeopardize further grants and the $21,609,300 brought into the City by the Airport (according to the 1998 State Benefit of Idaho Study). • And, most importantly, may make it more difficult for the City of Caldwell to attract business in the future if our Airport is diluted to a second class facility. It is the opinion of the Airport Commission that the airport eYpansion called for in the Caldwell Industrial Airport Master Plan, dated November 1997, will not progress if Family Housing is allowed to be constructed between the airport and Highway 20/26. The manager also concurs with the commission's position.
