Mike Gable went over the legalities of the applications now before the City
Council and the fact that anytime more than two City Council members are
together at a meeting, that meeting is considered to be a legal meeting of
the Council and must be advertised as such. Mike also made the statement
"The City Council is very supportive of the Caldwell Airport." Mike also
said he would put together another workshop so Curt can explain to the
Council members some of the unusual aircraft operations such as; what is
V l, one engine out at V 1, max gross load departures vs. normal departures,
the three types of noise abatement departures and aircraft accidents on take-
offls and landings.
4. The LDN satellite weather system with monitor readout was also discussed
and that Curt will present this to the City Council. The fee for this system
is approximately $175.00 set up fee and a monthly fee of $118.00. Rocky
Mountain Air will pay one half of this monthly fee and Hinkle Aviation
will pay one half of the remaining fee.

Re: Minutes of the Regular Airport Commission Meeting held on
November 9, 2000 ,
Those present were: Airport Mgr., Curt Hawkins, Commission Members: Ray Caldwell,
and from the Caldwell City Council, Mike Gable. Visitors include: Jim & Anita Shore,
Lee Rice, Tony Eudy and Tim Petsche.
In the absence of Commission Chairman Dr. Roy McLaughlin, Ray Caldwell called the
meeting to order at 12:16 PM. It was noted that a quorum was not in attendance but that
we would continue without the privilege of being able to vote on any issue. Items from
the agenda and others that were discussed included:
1. Hangar construction on row Y— Z was discussed at length. The "one year to build a
hangar" has expired for all the Lessees. It has been our practice to not terminate the
lease for this reason as long as we do not have someone else ready to lease and to
build. Now that we do have other folks ready to build the entire front row, it was the
decision of the Commission that if you want to keep your hangar space you should
have a building permit within 45 days and commence building as soon as weather
permits. Randall Rudeen of R& R Aviation wrote a letter as a formal request to start
building in the spring of 2000 and to have his hangar completed by August l, 2000.
Mr. Rudeen was given the same time as all other Lessees on the front row to secure a
building permit and start construction as soon as weather permits. Curt is to get all
the present Lessees together with the potential Lessees and builders to form a plan for
building construction that may be cost saving to all involved.
2. Much discussion was held about working on a zoning ordinance around the airport,
that being one mile from the end of any proposed runway extension and one half mile
to the sides of the same. Within this area we are proposing that no noise sensitive ;
developments be allowed. Noise sensitive was defined as R1, R2 & R3, hospitals and
schools or any other building construction that would create a hazard or have the
potential of being noise sensitive.
Between this '/2 mile arc and a 1 mile arc we are proposing an ordinance that will
require the following documents to be signed by each home Buyer within this arc. A
thorough explanation is to be given to each home Buyer by the Selling real estate
Agent
