MINUTES
WORKSHOP SESSION
Planning and Zoning Commission and Traffic Commission
Thursday, November 4, 1993

The meeting began with a brief overview by Dennis Crooks of the status of negotiations with
Canyon County concerning the proposed Area of City Impact Agreement. Dennis stated that
the formal request was submitted June 28, 1993, and to date there had been no response from
Can on Count concernin the ro sal. Also of issue is that the State Code was amended

effective July 1, 1993, to allow Area of Impact boundaries to be set by 1994 and applicable
codes and ordinances to be brought up to date by 1995, rather than 1977 and 1978. The three
Council representatives appointed to the negotiating team are Garret Nancolas, Jack Raymond
and LeAnn Sinunons.
Middleton has also submitted a request to the County which shows their proposed Area of
Impact encroaching into that currently established by the City of Caldwell. This is a serious
situation re future growth of Caldwell into the north area between Canyon Hill and Highway
44. A meeting with City of Middleton representatives was unable to resolve these issues.
Mike Gable felt it was vital to emphasize the unportance of River protection and the need to
incorporate language to that effect in the agreement with Middleton.
It was generally agreed that it is important to achieve an agreement to protect the City in
future annexation requests, particularly where streets aze being constructed below city or
highway district standards but aze being pernutted by the County as private lanes.
Attorneys are exploring the possibility of a shazed Area of City Impact with Middleton.
Meanwhile Bill Gigray is writing another letter to the County requesting action on our
proposal. Mike Gable expressed the view that perhaps Council should word sometivng
stronger to get the County's attention. Garret agreed that we should put something together
from the Council to submit to the County Commissioners.
Dennis stated that he would get back to the City attorney and write another letter to the
�mmicsioners questioning why there has been no response and that we are going back to
City Council to look at another approach to get some action.

Dennis went on to explain that once a preliminary plat is signed off the City has no recourse
to inspect for improvements unless they are annexed into the City. There needs to be some
shared review to ensure compliance with City requirements, possibly on building pernut
applications, or with bonding measures. There is a tendency on the part of the County to put
things in the subdivision ordinance that belong in the zoning ordinance and vice versa.
Rita asserted that in her opinion the County are appearing to refuse to allow subdivisions in
the unpact area unless they can connect to water and sewer. Dennis said that the definition
of an original parcel comes under the jurisdiction of a subdivision ordinance and the City's
subdivision ordinance has precedence over the County's subdivision ordinance within one (1)
mile of city limits.
The next item on the agenda was discussion of the unpact of the Airport Master Plan.
Gordon explained that the Airport Master Plan was in process of negotiation. There is
concern about access to the Airport, how growth might affect major arteriaLs, and the runway
expansion and its effect on Ustick and/or Linden.
There was general discussion as to the placement of a freeway interchange, be it at Ustick
Road or Middleton Road. Gordon and Mike spoke about the feasibility of Middleton Road,
the lack of development in the area and the potential cost of placing it at Ustick Road. It was
generally agreed that Linden Road is too close to the Franklin Road interchange. Mike felt
that Kazcher Road is still the preferred location in the opinion of the state, but that with more
delays development will increase the cost to where it is not feasible at Kazcher and the
federal and state administrators would look more ldndly at Middleton Road particularly with
regard to its access to the Boulevard and Highway 20/26.
Gordon expla.ined that it appears that Linden Road would ultimately have to be closed so that
the Airport runway can be expanded to meet increasing traffic, provide for a major express
cazrier, and as a reliever airport to Boise Airport. This would also mean more traffic on
Ustick Road. Linden would be rerouted along Airport Drive over to Ustick or the connection
between Highway 20/26. There will also be a connection on the north side of the Airport. In
response to a question from Garret, Gordon said that it would not be econonucally feasible to
put a road under the runway at Linden.
Reed Taylor emphasized the need for another freeway interchange southeast of Caldwell.
Dennis reminded those present that an equally unportant reason for another interchange is to
relieve congestion generated by existing and future traffic from southwest Caldwell. We need
to have routes that go from southwest Caldwell that can access that interchange and the
Interstate. It is extremely unportant that vehicle trips originating in the southwest be given an
alternative rather than having to bacl�rack through the core azea of the City on substandard �
arterial and collector roadways. An interchange at Ustick Road would be preferable as faz as
relieving congestion. However, Middleton could help in that regard as well.
The group then discussed the Transportaxion Component of the Comprehensive Plan. The

, State have approved signals for Blaine and 24th Avenue, Indiana and 24th Avenue, Blaine
and 21st Avenue and Cleveland and 21st Avenue.
Mike Gable then discussed the possibility of re-routing 21st Avenue to 20th Avenue after
crossing the railroad in order to avoid the "T" intersection of 21st Avenue and Cleveland
Boulevard in front of the colle e. There was considerable discussion about the advanta es

and disadvantages of such a realignment. Mike and Gordon promoted the point that it would
unprove circulation in the area. Dennis felt that it would not improve circulation and that it
was inappropriate to re-route a principal arterial into a local residential street. The impact on
the residential neighborhoods in the area would be considerable. Tom Ensley and Mary
Higdem also expressed concerns about the effects this would ha.ve on residential property
owners in the area. Also discussed was the need for a complete re-design of the intersection
of Franklin Road and 21st Avenue.
There was agreement that the College should be asked to line up the westerly entrance on
Cleveland with 21st Avenue to make the entrance safer. There was also discussion about the
student parldng situation, and the apparent lack of use of the new pazking facilities south of
the College. It was agreed that the College should be approached concerning both these
items.
Concern was also expressed about the intersection of Kunball Avenue and Ustick Road. It
was agreed that it would be fairly simple to square off that intersecdon, with negotiation with
the Highway District.
The question of itnpact fees being used to provide off-site right-of-way improvements was
discussed. Dennis explained that mitigation of subdivision and development impacts aze now
permitted under the 1992 State code to offset the effects of subdivision development. They
can also be provided through the Special Use Permit process and could possibly include
specific improvements or an improvement fee.
The possibility of Spruce Street going through east and west of lOth was discussed. A house
has been constivcted east of lOth which will make an extension in that area difficult.
Cleveland Boulevard in the area of Happy Day Ford was discussed. Rita Earl said that there
needs to be a joint regional planning group for Cleveland Boulevard but the County aze not
interested. Wherever collectors and arterials intersect there is a traffic problem. Any
development on the Boulevazd has to address the problem of access onto what is a state
highway.
Ag Expo was then discussed in tern�s of access from the Boulevard, Arthur, Main and
Linden. Gordon stated that there is an agreernent with the Railroad for the Stock Trail, which
only covers the area. as faz as the drain. It might be possible to discuss fiuther use of this
Trail with the railroad.

� Dennis reported that with the growth in the community we need to look at amending the
transportation component of the Comprehensive Plan even though it was only adopted in
1992. This should be accomplished soon after re-negotiation of the geographical boundaries
of Area of City Impact is completed with the County.
Gordon reported that a Master Circulation/Traffic Study for Caldwell should be undertaken;
typically this is contracted out to professional groups who have the necessary expertise.
After further discussion concerning problem intersections, the meeting adjourned at
10:30 p.m.
