HomeMy WebLinkAbout4-1-1993 P&Z MINUTES � PLANNING AND ZONING COMMISSION MINUTES Meeting of April 1, 1993 Present: Vice-Chair Mary Higdem, Wanda Anthony, Rita Earl, Terry McConnell Staff: Dennis Crooks and Liz Yeary Absent: Tom Ensley, Phi.l Frye, R.ick Wells The special meeting of the Planning and Zoning Commission was called to order by Mary Higdem, Vice-Chair, at 12:00 noon in the Ciry Hall Council Chambers. The only item on the agenda was a Special Use Permit to use a mobile trailer as a temporary office in the M-1T Light Industrial, Individual Mobile Home Overlay) zoning � district at the northeast corner of 21st Avenue and Chicago. Applicant: Idaho Department ', of Law Enforcement; Caldwell Brand Office. Dennis explained the background to the request. In response to a question from Rita Earl, Dennis explained that any extension of the time period after three years would have to be evaluated by the Planning and Zoning Commission and that it was expected that the trailer would be off the premises in three years. The applicant has been informed that a trailer as an office is a temporary use, and they are encouraged to seek a permanent site and building. Gary Penny, Caldwell District Supervisor for the Caldwell Branding Office, then testified that the current location has become too small for their operation. The Department of Transportation had offered them this trailer if it were moved immediately, which is the reason why this Special Meeting was requested. He explained that the nature of the office makes this location ideal since it is surrounded by property connected with agricultural uses, such as livestock yards and farming equipment. The applicant thanked the Commission for holding this special hearing and indicated that the suggested conditions were acceptable. In response to a question from Rita Earl, the applicant said that they do plan to skirt the trailer, delineate the parking area and put a guardrail between the trailer and the parking area. Wanda Anthony then offered a motion to grant the Special Use Pernut for the temporary use subject to the suggested conditions. Terry McConnell seconded the motion which passed unanimously.
