' Meeting of February 27, 1991
�- Present: Chairman Chuck Randolph, Mary Higdem, Les Carter, Rita
Earl and George Banta.
Absent: Wanda Anthony, Tom Page, Tom Ensley.
Chairman Randolph called tne special meeting or the Planning and
Zoning Commission to order in the City Hall Council Chambers at
12:00 noon.
The public hearing involved consideration of a Special Use Permit
to allow the location and operation of a bar facility within a
Retail/Comrnercial space iocated generally on tne south side or
Franklin Road, 500 feet west ot Interstate 84.
Dennis outlined the request, location and surrounding Iand use.
Dennis further explained a concern or the Staff involving
restroom racilities that have outside entrances. A suggested
'�` condition of the Special Use Permit placed the applicant and
' �roprietors on notice that they would be responsible ror
monitoring the use ot these restroom facilities.
There was no public testimony orfered in favor of or ir.
opposition to this item.
Chairman Ra.^.dolph asked Dennis if the beer and wine license had
been secured through the public hearing process with the City
Council. Dennis indicated that the licensing process does not
require a public hearing and that the beer and wine license
application had recently been approved by the City Council.

Dennis indicated that there was no verbal or writLen
correspondence received regarding the request for the Special Use
Permi�.
Rit� Earl asked Mr. Tom Doerr, P.Q. Box 443, Caldwell, if he
thought there would be a significant increase in traftic and ;f
he saw that as a concern. �Ir. Doerr stated that the ingress and
egress of the facility is accommodated with an extremely wide
driving area and there is additional space pr�vided for *urn
around. "rIe also indicated that the surrounding area i�
undeveloped at this time and thereiore the increased trarfic
should not cause a problem.

Rita Ear? asked Dennis if there was :urther 4°��elopment piar.^ed
for the surrounding iand. Dennis indicated that addition3l
development in the area is expec�ed and that the City is
current?y looking at a connection between Industrial Way ar.d
Chicago Street in order to provide a second point of access to
this area.

capacity of the racility would accommodate aporoximate�y 50
people.
� George Banta asked Mr. Doerr if there would be a conflict witn
other businesses nearby in using the restroom facilities. Mr.
Doerr stated that this would not be a problem and approvals have
been received by all agencies necessary in connection with the
construction and site plan.
Les Carter made a motion to approve the Special Use Permit
sub.Ject to the terms and conditions offered for the consideration
of the Commission. Mary Higaem seconded the motion. A vote was
taken and the motion passed unanimously.
Commission discussion ensued after the conclusion of the aublic
I hearing. Chairman Randolph asked Staff to convey to the City
Council that the Planning and Zoning Commission supports and
encourages continued efforts in achieving a connection between
Industrial Way and Chicago Street. All Commissioners were in
support of this effort.
With no further business the meeting was adjourned at 12:35 p.m.
