Planning and Zoning Commiaeion Minutes May 18, 1989 The r�gular m�etin� of th� Pl�nnin�3 and Z�rling Commission was called ta order on May 18, 1959, at 7:30 p.m., in the City Hall Cauncil Chamberr� by Chairman Bill Fr��. M�mb�rs present were Les Garter, Terry Durbin, Garret Nancolas, and Chuck Randalph, Jr. '� Absent were Wanda Anthony, Ron Myers, and Tom En�aley. The first item af busin�ss wa� appr�aval ;�f th� minut�a of th� last regular meetin� in April. Lea Cart�r m�v�d, aeconded by Terry Durbin, to apprave the minutes aa printe�i and diatributed. Motion carried. � The agenda was approv�d by the Commi$�i�?n. Th� fir�t item on th� agenda was for the cantinuation of the public h�aring on the proposed update to the or�inanc� re�ulating mvbile hame park development standards. The committee, who had been warkin� on th��� progas��l updates held another work session to incarp�rat� �Gh� r�visi�n� tc� the proposed update that were suggested at ttl� laat public testimony. Also, this committee along with th� Buila�ing C�ffi�ial and the Planning �nd Zoning Director made an on-site vi�it tv ma�y �f the mobile home parks in the City. Mabile hame park patios, access ways, and sizes of lots are a few of th� thin�� that the committee looked at. After this on-site visit, a few changes to the proposed update of the mobile hom� park� wer� recommendea. On the street widths, it was statec� that this wae not cieciaec� whether the width should be 34 feet ar 36 fe�t. The City Engineer feels the 36 foat surface roadway ahould be requirzd. At this time most of the park r�adways ran�e from 32 t� 34 feet in width. On residential streets the requirement is 36 feet curb to curb, with the surface roadway about 33 feet. ; � The floor was opened ta take publie t�atimony on th� prop�sec� ;� ardinance . � ;4�. , . ti The only public testimony given was by G�ry Lasher. Mr. Lasher said the committee had done a�ood �ob in r�viain$ th�se ardinance updates. He said that one point that h� wi�hed tr� make is about the 34 foot versus the 36 faot raad widths. Thirty-six foot is required far a subdivisian in town with stick built homes. In Boise there are planned unit d�velopmer�ts with 24-foot roads. A 34-foot roadway is more than adequate far a mobile home park as the 36-foot raadway with the amall apaces takes up more room. With two extra feet and miles of raadway it takes a lat more black top. The idea is to g�t reasonable hausing and when you expand raadways it takes more money only to be passed on ta the people who rent the unit�. Mr. Lasher said he would like to request that the roadways be held at 34 feet. ` � -2- • , The Chairman asked the Gommissia:� if th�y haci any ciueation5. With no questions asked and na furth�r ter�timony �iv�n, the public hearing portion was closed. Garret stated that after driving through the mobile hame parks he felt the second revision includin� the 34-fo�t rvadway would be beneficial ta the people reaiding in th� mvbil� hame parka and workable with th� present awners as well as helping the City of Caldwell. Sylvia stated that she feels many of the points that came up in the testimony hav� be�n e3�rifi��, b�it �h� wa� di�apgainted that many of the park awners did nat respond with any cc�mments on the ord3nance update. She aaid perhaps when the implementation begins th�n they may hear from same af the park oc�ners. Also there is still an oppartunity to testify before the City Council when they hold their public hearing on these ardinances. If any additional infarmation is received, there will be time to be heard before the ordinance is passed. The ordinance wi11 probably be held for three readings, so there will be ample time should there be any questions that will need to be resolved. 89-5-1 Garret Nancolas made the motion to recommend to the City Council the adoption of the revised v�rsion on the update to the ordinance regulating mobile homes on individual lots; r�visions to the ordinance an Mobile Home Park Development Standards and Procedures, including the 34-foot roadway; ths groposed ardinance for Recreational Vehicle Parks; and amending the Land t]se Schedule to reflect the changes in terminalogy. The motion was . seconded by Les Carter. Motion carried. The next item on the agenda was an application submitted by the Greenbelt Civic L�ague and the City for a speeial use permit to develop a greenbelt park b�tween Centennial Way and the Boise River. � This request was submitted �ointly by the Gr��nb�lt Civic League �, and the City since both are involved in the p�rk. The eategory ;� that is being considered is as a publielsemi-public use which jG requires a special use gzrmit in all aane$. Som� of the ultimate - plans will involve property that is in the county as w�ll as the city on the other side of the river and the plan is to eventually annex some of this property so it wili all become part of the City's park. A public hearinr3 is nee�a3ary tc� make the park official. A g�neral cleanup and installation af the Centennial cabin are some of the plans f4r improvement to th� park. The Planning and Zoning Commission scheduled a publie heari.ng far June 15, 1989, for a special use permit on th� abov� reque�t. The next item on the a�enda was an applieatian eubmitted by Marvin Bedient for a variance to build a building on a Frivate lane. � -3- • . This property is located right under Canyon Hill and off of North Illinois Avenue near the Stardust Trailer Caurt. There is a(2�- foot right of use) private lane into the 2.4 acres of property , off North Illinois. At the present tim� there is a mobile home on the property and eventu�lly he would like to add another one. Mr. Bedient is wanting to build an 1800 aquare foot combined garage/stora�e unit to serv� both mabile hame� and there cauld be a problem with this if th�y ev�r wanted ta divide and s�ll thz praperty in the future. Ther�fore, a re�ommendation for an affidavit of non-separation of �wnership i� to b� filed with the praperty description in the County Gaurt Haua�. This would aseure that if they did sell, the property w�uld hav� to meet the required subdivision, building and zoning cades. ,- A public hearin� was sche�uled for the variance to be �eld on the next regular scheduled meeting of June 15th. The next item on the agenda was ta r�mind the Commi�sion of the special meeting to be held on Wedneaday noon, May 24, 1989, in the City Hall Council Chambers to hear the request by Mike Benedick for a special use permit to build a dental offiee an the northeast corner of Ash and Arlington. This property is in the R-3 zone and it ia consider�d in the hospital R-3 professional/office high d�n�ity resid$ntial aone. This type of use doea require a�p��ial use permit and the building should be desi�ned tv be aesth�ti�ally pleasin�. The next item was on a reaane and a sp�cial uae permit reque�ted by Ron VanAuker, who is contemplating pureh��ing property from Dorothy Martin to build mini warehousea. This pr�perty ia located aff Cleveland Baulevar� and South Florid� and i� l��ally described as Tract U of th� Mountain Vi�W Subdivi�ion. It ha$ a split zoning of R-3 and C-3, and th�y ar� askina t� hav� about 1Q0 feet of the R-3 property a�n�d as ��mmzr�ial. Mrs. Martin ' has called and indicated that ah� daean't want the whole parcel rezoned, only the praperty that will b� con�id�red �or the mini � warehauses. A public hearin� was s�hedul�d for the regular �.; meeting of June 15, on th� r��one and special use permit. - . �:� The next item on the agsnda was in re�ard tv the Galdwell " Industrial Airpart Haaard Zonin� Ordinanae. This will be a 3oint meetin,� with the Canyon Gounty Plannin� and ZoninS Commission and the meeting will be held an Thursday, June 15, 1989, at 7:Oa p.m. in the Canyon County Courthou8e public meetinS �'���, 1115 Albany Street in Caldwell. These chan�es to the ardinance are not ma�or, but more of a red�fining of the boundaries of the various zones to camply with the new "Master Plan" of the new runway and the expansion of the airport. The last item on the agenda was a report on the Compreh�nsive Plan. ,: � -4- � ' This report was giv�n by Sylvia, the Planning and Zoning Direetor. S�ie �aid that she had met with the Greenbelt Committee, th� Transportatic�n Committ�e, an� als� ha�l att�nd�d the Historic Preservatic�n meeting ta get together policies and goals that they WaU1C� like ta �ee put into the Compreh�nsive Plan. Sylvia said there are plans to hir� a planning intern by the end of May to come in and wark part time, canductin� meetings and rewriting the Plan tQ get aame exp�rienc�. After ; �oing through the G�mgrehensive Plan sev�ral times, Sylvia said it was her feeling that th�re is nat a whole lot that ne�d�d to be dane to the Comprehen�ive Plan as it is pretty general; but there is a need to addresa th� new areas that are beinB' looked at and get them implemented into the Camprehensive Plan.
