The r��ular mzetin� c�f th� P1.annin� ar7�i Gr=�r1�I1� fJ�mmi�ai�n wa�
called to order on April Zt1, 19�9, at 7:30 p.m., in th� City Hall
Cauncil Chambers by �hairman Bill Fre�. Memlaer� pr�r��nt wer� Tum
Ensley, Garret Nancolas, Wanda Anthon�, and L�� Cart�r. Absent
were Ron Myers, Terry Durbin, and Chuck Randolph, Jr.
The first item of busin�ss was apgrc�v�� c�f the minutes of the
last regular meeting. Tom Ensley moved, ae�andec� by Le� Carter,
to approve them as printed and distribt�t�c�. Motiun carri�d.
The agenda wab approved by the Cammissic�n and th� first it�m wa�
to introduce the new Economic DeveloFment Director, John Hoene.
Sylvia Robison, the Planning and Zoning Direc�ar, made the
introduction and said she had invit�d him to speak to the
C�mmission about some of the Economic Develogment Pro.�ect�.
Mr. Hoene said he appreciated bein� a�l�e�� to spPal� tv the
Commission and that he has already had an opportunity to work
with Sylvia and that he found her very helpful. H? cc�ntinued by
saying that they have a number of things under the loose category
of Economic Development, that in tim� will be of mu�ual intzr�st
to the Economic Develapment anc� the Plannin� and Zoning
Commission. Items of mutual interest will m�an that th«�re is
growth occurring. He found it encouraging ta find a Planning and
Zoning Commission, Staff, and community intere�t in Caldwell.
Hoene said he had worked toward obtaining a master`s degr�e in
Urban and Regional Planning ana has spent a n►�mber of Y�ars in
the planning business as a municipa.Z ��aff person. He said
enhancing retail opportunities is abviously a bi� pzoject and
enhancing job growth is the biggest rssponsibility af the
Economic Development. The cammunity has invest�d gublic mYney in
this project and would like for it to be a success.
Responding to questions asked by the Cvmmission, Hoene said there
is going to be an update af the Compr�h�nsiv� Flan. There has
been some interest shown by the Gity Coun�il for an up{�at�.
Also, the downtown zoning will be looked at as they get �loaer to
the downtown revitalization. He said th�y are establishing
contact with the National Trust Historic Preszrvation Main Strest
Program and as they get into that program, �oning become� a
factor. He expressed appreciation for bein� invited and he is
looking forward to working with Staff and the Cammission.
The next item on the agenda was for public hearin�s. The
Chairman explained the procedure for giving public testimony.

The first public hearin� was to cansider an update to the
ordinance regulating mobile homes an individual l�ts and provide
procedures for other manufactured units.
This ordinance concerns the indiviaual mabil� home units. (A
summary af changes was given ta the Commis�ivn M�mbers.) Al1 of
the mobile homz ordinance� hav� be�n remo�ed from the Building i
Qrdinance and placed und�r the Zvnin� �7r��inanc�. All ref�r�nc�� ,
to house trailers and travel trailers have be�n remaved and they '
are now referred t� as m�bil�: manuf��tur�� �iomes �n�
recreational vehicles. N�w definition� have be�n provided f�r
units such as cammercial coache�. Prac�dur�s have b�en changed
for security trail�rs and defined as r�creatio��al v�hicles an�
mobile manufactur�d homes. A tim� limitation has b�en set for
installation of skirting. C�nstruetion �ffi�e type of trail�rs
will still be allowed on site for the duration. Mobile and
permanent classrooms have been allowed either by �pecial permit
or approved by the City Cauncil under the Buildin� Department;
now they will be approved by the Plannin� and Zoning Cvmmission
by a spe�ial use permit. The le�al description for boundaries of
the mobile hames has besn eliminat�d since it is shown on the
zoning map by the "T" overlay zone. Copi�� of this �rdinanee
have been given to the president of the mobil� home/manufacture�
home industry in Bois�, an� it ha� been revi��ed by the �ity
Attorney. Garret Nan�olas, Terry Durbin, T�m Whe�ler and Sylvia
have all been working as a committee on this ordinan�e.
The Chairman asked if ther� wer� any qiz��tian� and if th�z•e
would be any objection of takin� t�stim�ny on Item� a, b, e, and
d, to eliminate any overlapping af te�timony. With no objection
from ths Commis5ion the publie h�arin�' wa� open�a fc�r �uc�i�nce
participation.
Sinc� no public testimony was �iven on It�m "a", the next item t�}
be retri�saed w�s "b" .
Item "b" . was for propos�s� x•�T�isi�na to c�rdin�nc� on Mobil� H�m�
Park Dev�lopment Standards and Procedurez�.
This it�m will be und�r the Planning and Zo��in� Cc�mmissic�n. A
proposal has been made by the City to re�uir� buildin� permits
for placement or repla�ement af each mobile hame in a park. At
this time the only r�quir�ment is ts�7 obtain ele�trical and
plumbin� p�rmits. A builc�in� permit mi�ht be a goad step to
determine the locatian of thes� units as thsy are moved in. The
minimum space f�r any mobil� home park has been increased to two
aereb with the individual space �ia� an� the aceez�b way to be
upgraded to accommodate changes in the newer mebile homes. A
proposal to require streets adjacent to n�w mobile home parks be
improved the same as far a subdivi�ian with curb, gutter and
paving has been included.
For existin� mc�bile home parl�a, a plc�t plan WOLII.C� Ut' re�.uired

within 6� days. Improv�ment requirem�nts for exi�ting parks will
be consid�red and after a revi�w of th� n�e�e� improv�m�ntb, a ��
time limit would be ��tabliahe� for ���mpl�ti�n. Within six '
months, an inventor� of all parks should be inatituted by the ',
City to establish whether they are iii compliance with water,
sewer, and power system. If we fin� that thi� evmpliance cannot
be made, a p�riod aver several years would b� set up so they
could Comply and bring th� �yst�ms into L�Mf��ID�21�� This way
the burden of upgradin� woul� n�t be put on the own�r at one time
and the needed upgrading could be accomplished.
Public testimany was opened f�r audience parti�ipation on Item

Public testimony was given by Gary Lasher, who is an oc�ner af a
mobile home park, and Kathryn Ayers, who was representating
Fletcher Campany and they have two of the older exi3ting parks.
Gary Lasher said that somz of the proposed r�quirements of
setbacks, roadways, and parking space� for a mobile ham� park
exceed those of a dev�lopm�nt with atick built homeb. He
point�d out several items that n�eded clarificatian and
revisions in order to make th�m workable, �specially for existing
older mabile home parks
Kathryn Ayers said that she felt the same way a� Mr. Lashez about
some of the item5 proposeCi Tt�ey hav� oldzr mobile home parks
and to bring them into cempliance with thin�a like the patios
and required plot plans would be very costly. Making the patios
lar�er in th�ir existing parks woulc� eli�inate t�le double wide
mobile home and that would d�wngrade their park as the double
wide is preferable to th� single wide mobile home. �he tao
felt that some of the items listed n��ded to be �larifiec� or
revised.
With so many questions and cvnc�rns, th� Ch�irm�n �sket� i� the
Commis�ion was going to vote on th� propos�d revision of it�m b,
or if they wanted to rzvi�w it again 4n t}ie evmmitte�
level, notify park owners �f any changes and continue the public
hearin�.
The Commission elected to continue the public lle�rin� on Item b.
The next item for public hearing wa� It�m "c", the proposed
ordinance for Recreational Vehicle Parks.
Sylvia stated at this time Caldwell doesn't have any
recreational vehicle parks, but there is � S@C�lOFl in th� City
Code that was ealled "travel trailer parks and touribt eamp�" and
this has been revised.
There was no public testimony given on Item "c".
The next item for public hearing was Item "d". Amendm�nt to

Table 1, Land Use Schedule af the Zoning �rdinance, to change
"Mobile home subdivision" to "Mobile/manufactured home
subdivision" and "Travel trailer park" t� "Recreatianal vehicle
park."
The Chairman asked if th�re w�re any q�xe:�tior7 �n this item . With
no qu�stions the public testimvny was opened far audience
partic:ipation. Wit�z nc� p�ilali� t�r�timon� �iaen th� gublic
hearing portion was closed.

felt that an individual r�camm�ndation vf the�e itGms Wauld nvt
be practical at this time. The Cammission elected to pcstpon�
aetion on these items. By postponinp; acti�n, the cc�mmitu�� can
hold anather work session befor� r�sch�c�ulin� t��e public he�rin�.
Garret moved, seconded by Tom En�ley, t�� refer these proposals ',
back to the cammittee for further aetian. Th� public t�stimony ��
' given and the discussions that follawed inc�icated that �
clarification and revisions on some vf the it�ms should be looked '
at. Motion carried.
The last public hearing wac � r�quest by L�nny B�r� for a
variance from the sign cc�c�e to allow an additional comm�rcial
sign at 4121 E. Cleveland Boulevard.

Public t�stimony was open�:a for �uciien�e participation, but with
no public: testimony the pub�ie hearing partion was closed. Phon+�
calls were received from two adjacent prop�rty own�rs. Une from
Mr. John Titus, who saic� he was in tavor of the variance; and the
other call was from Mr. Clyde Beougher W�10 owns Peggy`s TV
building. His concern was on the loeation �f the sign. He was
afraid it might overpower his bign, but after learning of the
location of the proposed sign he was not �gainst the variance.
L�s Carter moved, second�d l�y Wanda Anthony, that t�1e reclu��ted
variance be granted to all.ow the pr�posed sign. Motion carried.
Item No, 5 on the agenda waa tc� mak� an �nrtouncem�r2t �f the ,�cint
meeting with the County Planning and Zoning on May 1S to take
testimony on amendment to thz Airpart Ha.:,ard Zonin� Qrdinance.
After talking with Jerry Jones of ttze C�unty P& Z, Syleia said
that they had agreed to hald a,�aint public hearing at the Canyon
County Courthou�e on May 1$, at 7:3C� p.m., s�n the Airport H��ard

Zoning 4rdinance. This is an orc�inance for• th� airport t�iat was
to have U�en pas�e� by the City and the County both as part of
the airport ib in the co��nJy. Th� ordinance is being updat�c� to
bring it in confc�rnanc� with th� cat7strL�c �ic�n and the master plan
that has occurred in the laat fera year�. There ar� ��m� new a��ne
Uounda�•ies for the clear a�ne ar�c� t�1e nc�i�e imp��� .:,one . Hesac
Engineering has been wdz '�ilYlg c�n t�1i� and hab prepared the maps .
The last item was on the Comprehen�ive Pl�n status.

that the Transportatic�n Cammitt�� i,� looking at their portic�n of
it. Also, Darrell Deid� and the scha�i district, the part that
deals with schools, hatr� th�ir porti�n ta look at. Th� Gr�enb�lt
Civic L�ague has been contact�d and they are going �c� be looking
over their portion regarding the greenb�lt. Also Ron Myers has
agreed to serve on that cammitte�. l�n the downtown portion of I
ths Pl�n they will be Working Wlt�l th� Ecvnomic Development
Gommittee. Sylvia said that sh� will be sending out the Land
Use Schedule to the r�altar� ane� to the Chamt�er of Cammerce for
any input that they might hav�. M��tir�g� wi��� these graups will
be scheduled during the summer.
