From: Brett Clark, Building Official Re: Amendment to Agenda 9 P r ' Please accept the amendment to the agenda concerning chapter 12 of city code, regarding Permit Fees. Currently city code allows sub - permits, slvzh as electrical, plumbing and mechanical, to be faxed with a seven day payment deferment. This conflicts with the new Accela land management software. Accela requires payment prior to issuing a permit, as it should. Without the ability to enter payments and issue a permit, we must first "approve" a permit. This causes permits to close after an inspection has been conducted and entered into the system, �x leaving staff with the task of reactivating the permit and entering a false inspection once payment has been received. The software must "issue" a permit to function properly. The only option is to have the software reconfigured, which would still require a false inspection to be entered, except now by the inspectors in the field. With the department now approved to accept payments by credit card, the seven day deferment is not necessary. We will also be activating our on -line citizen's portal, where customers can pay for permits, request inspections and monitor their projects. We have announced the changes to local contractors, anticipating an effective date of January 1, 2012, and will continue to notify all involved. It was critical for this amendment to take place as soon as possible, so as to minimize the length of time of these additional steps. Thank you, Brett Q ,S 1 ;E9p,, , ✓ an.
