HomeMy WebLinkAbout2011-06-21City Counicl Minutes BOOK 52 PAGE 74 SPECIAL MEETING BUDGET WORKSHOP SESSION June 21, 2011 6:00 P.M. The Meeting was called to order by Mayor Nancolas. City Council members present: Blacker, Oates, Hopper, Callsen, Dakan, and Sobba. Staff members present: Chris Allgood, Monica Jones, ElJay Waite, Debbie Geyer, and Frank Wyant. (DISCUSSION ITEMS) Police Department Chief Allgood reported on the current crime statistics and grants received. He gave a o PowerPoint presentation outlining the CPD proposed budget. Officer Wyant reported on the possible replacement of patrol vehicles and a potential motorcycle unit. Discussion was held concerning dispatch services and the history of the transfer of this o service to the County and Canyon County Animal Control Services. Mayor’s Office Mayor Nancolas stated that no changes are projected for his departmental budget. o City Clerk Debbie Geyer outlined the proposed expenditures within the City Clerk budget to include o allocation for the upcoming election. She noted that recent legislation allocated the majority of election expenses to be paid through the Secretary of State’s office. She reported that the Friends of the Depot have recommended the allowance of funding o for a security and fire alarm system to be placed in the depot. Debbie has requested additional funding within the Depot R & M fund for this expenditure. Human Resources Monica Jones outlined proposed expenditures within her departmental budget, noting that o there will no increases. ICRMP will be contacted to implement the Risk Management Assistance Program. This o is an on-line personnel safety training program which will reduce the City’s insurance premiums by five percent (5%). Discussion was held concerning: o Vacant positions within various departments. Time-off vacation allowance program in lieu of employees wage increases. Employee personal leave package. Worker’s compensation program. Finance Department ElJay Waite discussed the general fund budget and safety services budget. o Canyon County Animal Control options were discussed. o Rural Fire District budget options were discussed. o Discussion from guests in attendance: D. L. Maitland expressed concern regarding civic club membership allowances given to o City employees and the Mayor’s Youth Advisory Council (MYAC) funding from public funds. The Mayor clarified that all MYAC funding is from private donations. Gary Vance presented a petition requesting that City Council trim the overall budget by o ten percent (10%). He noted the difficulty that many business owners are having due to the current economy. Dana Dobson of American Wood Products expressed his concern with the amount of o current property taxes that are being assessed to his business and the necessity of the City to lower the City budget to assist local citizens.
