Memorandum To: Community Development From: Gordon Law, City Engineer Tim King, Engineering Tech II �,� Re: Case No. ANN-143-0� �a� �dra A� ���ca Date: January 8, 2007 The Engineering Department does not oppose the request by Sandra Arreloa to annex approximately .75 acres into the City with R-1 (Single Family Residential) zoning but provides the following comments regarding future development of the site. The site is located at 808 S KCID Road. This application is subject to a development agreement. Riqhts-of-Wav 1. KCID is classified as a Collector. The applicant shall be required to dedicate as public right-of- way a forty (40) foot one half width right-of-way along the KCID Road frontage to meet City of Caldwell requirements. Street 1. Future development will require adherence to the City's Infrastructure improvement policy. Construction of curb, gutter and sidewalk improvements will be required in accordance with City standards. 2. Future development will require the applicant to improve KCID Road to include a 24.5 foot half-width street section center-line to back of curb. The street shall feature standard vertical curb and gutter, 5 foot sidewalks, sub-base and asphalt paving, required storm water drainage facilities and streetlights. 3. Future development shall require any approaches on KCID Road to comply with ACHD intersection spacing and alignment standards at a minimum. Sewer & Water 1. The applicant has stated this request to annex is to allow connection to the City's municipal water services. Applicable fees will be assessed prior to connection. 2. Future development of this parcel will require the applicant to connect to the City of Caldwell Municipal Sewer System. Page 1 of 2 3. The site will be required to comply with the Franklin Sewer Study as updated. 4. The applicant shall provide a 30 foot easement centered over any required sewer trunk line extension alignments per master plan requirements to facilitate adjacent developments. The temporary easement shall be retained until replaced by a permanent easement or recorded public right-of-way. Storm Drain 1. Future development shall require the disposal of stormwater drainage in accordance with the City Stormwater Management Manual including any subsequent updates. Irrigation 1. Irrigation water for any and all landscaping shall be obtained from applicable Irrigation District sources. City municipal water may be used only if the criteria specified in the Landscape Ordinance Section 10-07-12 are met. General 1. Prior to commencement of construction in any dedicated right-of-way, the City Engineer staff is to be notified. Appropriate City personnel are to be notified in advance for all required inspections. 2. The applicant shall maintain the site in keeping with the City's nuisance abatement program until such time as development occurs. The maintenance will include the semi-annual mowing of all weeds within the subdivision boundaries and the removal of noxious weeds when they are identified. The developer will apply all appropriate dust abatement procedures as part of the construction process. 3. The applicant shall develop the site in keeping with provisions of the City's Landscaping Ordinance. No. 2428 and Tree Ordinance No.2437.
