Regular City Council Meeting and approve as written; 2. Approve acceptance of the minutes from the Caldwell Public Library held on November 4, 2004, the Caldwell Industrial Airport Commission
held on December 2, 2004, the Caldwell City Traffic Commission held on December 6, 2004, and the Caldwell Housing Authority held on September 14, 2004, October 5, 2004, and November
9, 2004; 3. Approve reappointment of Estella Zamora as Commissioner for a five-year term to the Caldwell Housing Authority; 4. Approve reappointment of Leona Manke to the Caldwell Public
Library Board; 5. Approve appointment of Mack Kreizenbeck, Wayne Thiel, and Mike Reed to the the Caldwell Airport Commission; 6. Approve appointment of Wilson Patrick, Virgil Pruett,
and Shirley Wilson to the Caldwell Senior Citizens Center Board; 7. Approve adoption of 2003 International Building, Residential, Energy Conservation, and Mechanical Codes; 8. Approve
Resolution authorizing execution of the City Street Finance Report for the fiscal year ending September 30, 2004; 9. Approve Resolution accepting dedication of sewer main, water main,
and street light facilities in Delaware Park Subdivision No. 1, Unit No. 4 to the City by Heartland Development, L.L.C.; 10. Approve award of bid for the Water Tank Exterior Recoating
Project. OLD BUSINESS 1. Consider Findings of Fact, Conclusions of Law, and Order of Decision in Case No. OA-64-04, Caldwell Industrial Airport Overlay Zone. 2. Consider Bill No. 4 (Ordinance
No. 2457), Caldwell Industrial Airport Overlay Zone, with the request to waive the threereading process, pass on the first reading, and approve the Summary for Publication. 3. Public
Hearing (quasi-judicial) to consider proposed expenditures for a local law enforcement block grant. 4. Continuation of Public Hearing (quasi-judicial) to hear concurrently Case Nos.
SUB-108P-04 and ANN-91-04, requests by Landmark Engineering for the following: annexation of approximately 45.57 acres as R-1 (Single Family Residential) and 1.63 acres as C-2 (Community
Commercial) zone to include a development agreement; preliminary plat approval of 165 residential lots, 6 commercial lots and 16 common lots known as Pheasant Run Subdivision. 5. Consider
Bill No. 38 (Ordinance No. 2524) regarding chapter six of the Caldwell Municipal Code, “Portable and Stationary Stands”, with the request to waive the three-reading process and pass
on the second reading. 6. Consider Bill No. 47 (Ordinance No. 2533) to amend chapter 10 of the Municipal Code of the City of Caldwell regarding the landscaping ordinance with the request
to waive the three-reading process and pass on the first reading. NEW BUSINESS 1. Public Hearing (quasi-judicial) on Case No. SUB-58B(4)F-00, a request by Arbor Ridge, LLC for final
plat approval of Blackhawk No. 4 consisting of 86 residential and 5 common area lots on approximately 17.08 acres in an R-1 (Single-Family Residential) zone. 2. Public Hearing (quasi-judicial)
to consider closing a portion of 7th Avenue between Maine Street and the Caldwell Train Depot for the purpose of a downtown plaza. 3. Consider Resolution authorizing the closure of a
portion of 7th Avenue between Maine Street and the Caldwell Train Depot for the purpose of a downtown plaza. 4. Hearing (quasi-judicial) on a contested case; an appeal filed by Caldwell
Christian Church pursuant to Caldwell City Code Chapter 1, Article 5 challenging the City Engineering Department’s calculation of sewer connection fees. 5. Consider Bill No. 45 (Ordinance
No. 2531) annexing Milagro Subdivision No. 1 and No. 2 into the Municipal Irrigation District with the request to waive the three-reading process and pass on the first reading. 6. Consider
Bill Bill No. 46 (Ordinance No. 2532) annexing Aspens Subdivision No. 1 and No. 2 into the Municipal Irrigation District with the request to waive the three-reading process and pass
on the first reading. 7. Consider Bill No. 48 (Ordinance No. 2534) annexing Four Seasons Subdivision No. 1 into the Municipal Irrigation District with the request to waive the three-reading
