INVOCATION OFFERED BY PASTOR GERALD CROWNOVER FROM THE DOMES ASSEMBLY OF GOD. PLEDGE OF ALLEGIANCE TO THE FLAG. ROLL CALL. SPECIAL PRESENTATIONS. ADDITIONS OR DELETIONS TO THE AGENDA. AUDIENCE PARTICIPATION. CONSENT CALENDAR: 1. Dispense with reading of the minutes of the November 15, 2004 Regular City Council Meeting and approve as written; 2. Approve acceptance of the minutes from the Caldwell Golf Board held on October 20, 2004 and the Caldwell Public Library held on September 2, 2004 and September 30, 2004; 3. Approve Reappointment of Joyce Griffith, Gene Shaffer, and Jack Teraberry for a 3-year term to the Planning & Zoning Commission; 4. Approve Resolution authorizing the execution of an Independent Contractor Agreement with Jerome Mapp for Hearing Examiner services for the Community Development Department; 5. Approve Resolution authorizing execution of an Animal Control Agreement with Canyon County effective October 1, 2004 through September 30, 2005; 6. Approve Resolution authorizing execution of a Professional Services Agreement with Hydro Logic, Inc. for consultant services on the construction of Well No. 18; 7. Approve Resolution authorizing the execution of a Release of Lien on 920 Arthur Street, property now owned by the Caldwell Urban Renewal Agency; 8. Approve Resolution authorizing the execution of a Reimbursement Agreement with Caldwell Urban Renewal Agency for park land purchases; 9. Accept the resignation of Steven Hasson, Community Development Director, effective December 2, 2004. OLD BUSINESS 1. Continuation of Public Hearing (quasi-judicial) on Case No. SUB-98F-03, a request by West Valley Construction for final plat approval of Holman Subdivision, which consists of seven industrial lots and two common lots in an I-P (Industrial Park) zone. If approved, staff requests Council authorize the Mayor to administratively review and sign an Order of Decision. 2. Continuation of Public Hearing (quasi-judicial) on Case No. SUB-59(3)F-01, a request by Rocky Mountain Construction, Inc. for final subdivision plat approval of Stone Creek Subdivision #3 a PUD (Planned Unit Development). The final plat consists of 62 residential lots and 2 common lots on approximately 10.58 acres in an R-2 zone. If approved, staff requests Council authorize the Mayor to administratively review and sign an Order of Decision. NEW BUSINESS 1. Public Hearing (quasi-judicial) on Case No. SUB-24 (6)F-98, a request by Go Fast Development, LLC for final plat approval of Ashton Hills No. 6 (Lexington No. 1) consisting of 62 residential lots and 1 common area lot on approximately 18.88 acres in an R-1 zone. 2. Public Hearing (quasi-judicial) to hear concurrently Case Nos. SUB-108P-04 and ANN-91-04, requests by Landmark Engineering for the following: annexation of approximately 45.57 acres as R-1 (Single Family Residential) and 1.63 acres as C-2 (Community Commercial) zone to include a development agreement; preliminary plat approval of 165 residential lots, 6 commercial lots and 16 common lots known as Pheasant Run Subdivision. 3. Public Hearing (legislative) on Case No. OA-64-04, regarding the re-zoning of property in the vicinity of the Caldwell Industrial Airport as well as associated amendments additions and deletions to its zoning ordinance. 4. Consider Bill No. 41 (Ordinance No. 2527) annexing Montecito Park No. 1, a PUD subdivision, into the Municipal Irrigation District with the request to waive the three-reading process and pass on the first reading. 5.
