held on November 17, 2008, November 18, 2008, and November 19, 2008; the Regular City Council Meeting held on November 17, 2008; the Caldwell Friends of the Depot Meeting held on October
9, 2008; the Historic Preservation Commission Meeting held on October 27, 2008; the Caldwell Golf Board Meetings held on November 3, 2008 and November 19, 2008, and the Golf Board Special
Meeting (Workshop) held on November 19, 2008; and the Caldwell Industrial Airport Commission Meeting held on November 6, 2008; 2. Approve Resolution authorizing the execution of the
Individual Project Order No. 2 with Kimley-Horn and Associates, Inc. for providing administrative support services for the Caldwell Airport AIP-19 Project; 3. Approve Resolution authorizing
the trustees of the City of Caldwell Employee Benefit Plan Trust to execute the Administrative Services Agreement with Blue Cross of Idaho ; 4. Approve Resolution authorizing the execution
of the Letter of Agreement with The Ferguson Group, LLC to provide strategic counsel in matters concerning federal agency polices and regulations impacting the flood plain maps for the
Indian Creek watershed; 5. Approve Resolution authorizing the execution of the Agreement of Cooperation with Pioneer Irrigation District for the construction and/or maintenance of canal
crossings; 6. Approve Resolution authorizing the execution of the Addendum to the License Agreement for Steelman Well Pipeline Relocation/Ustick Road Improvement Project with Pioneer
Irrigation District; 7. Approve Resolution adopting a Schedule of Fees for services provided by the Caldwell Golf Department for FY-2008-09; 8. Approve the appointment of Rita Earl (Chair),
Nancy Seal, Eric Randall, Dennis Callsen, and Jim Blacker to the Audit Committee. OLD BUSINESS: NEW BUSINESS: 1. Consider Bill 58 (Ordinance 2778) to de-annex a portion of property within
the Caldwell City Limits out of the Caldwell Municipal Irrigation District – Lot 1, Block 1 of the Apple Creek No. 1 Subdivision with the request to waive the rules and pass on the first
reading. 2. Public Hearing (Quasi-judicial): Case Number SUB-195P-08 a request by Steven Wood, Will Anderson and Treasure Valley Engineering for preliminary plat approval of Windy City
Subdivision consisting of four building lots and 1 common lot in an M-1 (Light Industrial zone). The site is addressed as 2416 East Chicago Street. 3. Public Hearing (Quasi-judicial):
Case No. ZON-61-08 a request by C&MP Properties and B&A Engineers for a rezone from R-1 (Low Density Residential) to R-3 (High Density Residential) and a development agreement. The site
is located on the west side of Indiana Avenue between I-84 to the south and, on the north, what would be Hillcrest Lane if it were extended. 4. Public Hearing (Quasi-judicial): Case
No. ZON-63-08 a request by Tom Needham for a rezone from R-2 (Medium Density Residential) to C-3 (Service Commercial) and a development agreement. 5. Public Hearing (Legislative): Case
No. OA-109-08 a request by Caldwell’s Planning and Zoning Director to amend Section 02-15-01 of the Caldwell City Code regarding the Caldwell Planning and Zoning Commission. 6. Consider
Bill No. 56 (Ordinance 2776) for Case No. OA-109-08 with a request to waive the rules, pass on the first reading, and approve the summary for publication. 7. Financial & Human Resource
