ZON-40-04 – A request by the City of Caldwell and Canyon County for a text amendment to allow for a fairground overlay district, designating the property “public” through a comprehensive
plan land use map amendment, rezoning the entire 72 acre site from C-2 (Community Commercial) to M-1 (Light Industrial), construction of a development agreement with Canyon County to
clarify the terms and conditions of the rezone process, and preliminary plat approval for eight (8) public lots and seven (7) or more common lots, and the creation of 22nd Avenue as
