Approve Resolution adopting the document titled “City of Caldwell – Proposals for TIP (FY2007)” for projects for the State Transportation Improvement Program; 2. Approve Resolution accepting dedication of street lights at Home Federal Bank located at 923 Dearborn Street; 3. Approve Resolution accepting dedication of sewer, water, storm drain and street lights for Weston Pointe No. 3; 4. Approve Resolution designating the judges and clerks and their compensation for the General City Election; 5. Approve Resolution authorizing execution of an Indemnification Agreement with the Timmons; 6. Approve Resolution authorizing execution of a Correction Warranty Deed for the Canyon County Fair Grounds with with Canyon County; 7. Approve Resolution authorizing execution of a Municipal Services Agreement with John G. Evans for Whitehawk Subdivision; 8. Approve request for contingency funds of $3000 for the Historic Preservation Commission. OLD BUSINESS 1. Continue Public Hearing to accept a Vacation of Right-of-Way requested by James McGarvin for the expansion of yard area and construction of a new building for Scott Fulcher Trucking Company. 2. Consider Bill No. 32 (Ordinance No. 2567) accepting a Vacation of Right-of-Way requested by James R. McGarvin. 3. Continue Public Hearing (quasi-judicial) on Case No. SUB-55(7)F-00 for Delaware #7, a request by Dyver Development to continue this hearing to October 17, 2005. 4. Continue Public Hearing (quasi-judicial) on Case No. SUB-51(9)F-00 for South Park #9, a request by Dyver Development to continue this hearing to October 17, 2005. 5. Public Hearing to consider Bill No. 33 (Ordinance No. 2568), setting limitations on the sale of methamphetamine precursor drugs. NEW NEW BUSINESS 1. Consider Bill No. 34 (Ordinance No. 2569), annexing Quail Cove Subdivision into the Municipal Irrigation District with the request to waive the three-reading process and pass on the first reading. 2. Consider Bill No. 35 (Ordinance No. 2570), annexing Aspens Subdivision No. 3 into the Municipal Irrigation District with the request to waive the three-reading process and pass on the first reading. 3. Public Hearing (legislative) on Case No. OA-69-05 an amendment to the Caldwell Zoning Ordinance to include the City Center Zoning District, a request by the Caldwell City Center Steering Committee to continue hearing to October 17, 2005. 4. Public Hearing (quasi-judicial) on Case No. SUB-106(1)F-04, a request by Freehold Development for final plat approval of Sky Ranch Business Center, which consists of 19 industrial lots and 4 common lots on approximately 36 acres. 5. Public Hearing (legislative) on Case No. ACI-02-05, a request by the Planning & Zoning Commission to adopt an ordinance regarding the Caldwell Area of City Impact text amendment. 6. Public Hearing (legislative) on Case No. OA-67-05, a request by the Caldwell Community Development Department to update the Comprehensive Plan Text (Part 1) concerning Caldwell and its impact area. 7. Public Hearing (legislative) on Case No. OA-70-05, a request by the Community Development Department to amend the City Code regarding final plat applications, clarifying acceptable financial guarantee (bonding) practices for incomplete subdivision improvements; and providing for the City to withhold some building permits until improvements are completed. 8.
