INVOCATION BY PASTOR ED BURNS OF DEER FLAT FREE METHODIST CHURCH. PLEDGE OF ALLEGIANCE TO THE FLAG. ROLL CALL. SPECIAL PRESENTATIONS ADDITIONS OR DELETIONS TO THE AGENDA. AUDIENCE PARTICIPATION. CONSENT CALENDAR: 1. Dispense with reading of the minutes of the July 19, 2004 and August 2, 2004 Regular City Council Meetings and approve as written; 2. Approve acceptance of the minutes from the Public Hearing Before the Hearing Examiner held on June 30, 2004 and the Caldwell Public Library Board held on July 1, 2004; 3. Approve Order of Decision on Case No. ZON-41-04 (Guenthner Triplex); 4. Approve and adopt Resolution indicating the commitment to preservation of heritage assets for the Preserve America Community recognition award; 5. Approve Resolution authorizing the execution of an Agreement for Construction Services with Montgomery Watson Harza for the Karcher Reservoir project; 6. Approve Resolution authorizing the execution of an Easement Grant to Idaho Power Co. for electrical utilities maintenance for the Karcher Reservoir and Well Site. OLD BUSINESS 1. Continuation of Public Hearing (legislative) on Case No. OA-60-04, a request to hear concurrently a recommendation by the Impact Fee Advisory Committee to adopt the capital improvements plan and, if approved, to hear the recommendation of the Impact Fee Advisory Committee to adopt an ordinance authorizing the imposition of Parks and Recreation Development Impact Fees. 2. Public Hearing, pursuant to Idaho State Code 50-1002, for consideration of the proposed budget for the Fiscal Year beginning October 1, 2004 and ending September 30, 2005. 3. Consideration of Bill No. 33 (Ordinance No. 2519), the Appropriation Ordinance for Fiscal Year 2004-2005 with the request to waive the three reading process and pass on the first reading by title only. NEW BUSINESS 1. Public Hearing (quasi-judicial) on Irrigation System Fees and Assessments for the Municipal Irrigation System. 2. Consider Resolution adopting an Irrigation System Fees and Assessments for the Municipal Irrigation System. 3. Protest Hearing to consider confirmation of the Assessment Roll for Local Improvement District (LID) No. 02-1 for construction and replacement of concrete curbs, gutters, sidewalks and driveway approaches. 4. Consider Bill 31 (Ordinance 2517) confirming the Assessment Roll for Local Improvement District (LID) No. 02-1. 5. Protest Hearing to consider confirmation of the Assessment Roll for Local Improvement District (LID) No. 04-3 for construction of concrete curs, gutters and asphalt roadway on Nixon Street. 6. Consider Bill 32 (Ordinance 2518) confirming the Assessment Roll for Local Improvement District (LID) No. 04-3. 7. Financial and Human Resource Reports. 8. Council Reports. 9. Mayor’s Comments. 10.
