AUDIENCE PARTICIPATION. CONSENT CALENDAR: 1. Dispense with reading of the minutes of the July 7, 2003 Regular City Council Meeting and approve as written; 2. Approve acceptance of the
minutes from the Caldwell Golf Board held on June 18, 2003 and the Traffic Commission Meeting held on July 8, 2003; 3. Approve Resolution adopting a schedule of fees for solid waste
disposal services and an effective date of August 1, 2003; 4. Approve appointments to the Industrial Development Corporation Board; 5. Approve request by Canyon County Fair & Festival
for a memorial on City property next to the Fair building; 6. Approve Award of Bid for the Plymouth Street Project. OLD BUSINESS 1. Public Hearing pursuant to Idaho State Code 40-1402
regarding a proposed exchange of City-owned real property for private property owned by P.R. Mac (Jim McGarvin). 2. Consider Resolution No. 60-03 to adopt a billing and collection policy
and approve an effective date of September 1, 2003. 3. Public Hearing to consider Bill No. 22 (Ordinance No. 2475) regarding the proposed creation of LID 03-02 for improvements on Washington
Avenue between Ustick Road and Palrang Drive with the request to waive the rules and pass on the first reading and approve publication. 4. Final Reading of Bill No. 12 (Ordinance No.
2465) and Bill No. 13 (Ordinance No. 2466) to amend City Code and Ordinance related to billing and collection policy with the request to pass and approve publication. 5. Consider Bill
No. 19 (Ordinance No. 2472) regarding Beougher annexation, waive the rules and pass on the first reading and approve Summary for Publication. 6. Consider Bill No. 20 (Ordinance No. 2473),
a rezone request by John Marsh, waive the rules and pass on the first reading and approve Summary for Publication. 7. Consider Bill No. 21 (Ordinance No. 2474), a rezone request by Caldwell
East East Urban Renewal Agency, waive the rules and pass on the first reading approve Summary for Publication. NEW BUSINESS 1. Public Hearing (quasi-judicial) on Case No. SUB-89PF-03,
a request by Reed Taylor for final plat approval of Caldwell Commercial Park Subdivision #3, which consists of four common lots and three commercial lots in a C-4 (Freeway Commercial)
zone. 2. Public Hearing (quasi-judicial) on Case No. SUB-87PF-03, a request by Colby Halker for final plat approval of Peyton Place Subdivision, which consists of two residential lots
in an R-2 (Medium Density Residential) zone. 3. Public Hearing (quasi-judicial) on Case No. SUB-73F-02, a request by Carrington Company for final plat approval of Carrington Plaza No.
1, which consists of one commercial lot on 1.29 acres in a C-1 (Neighborhood Commercial) zone. 4. Public Hearing (quasi-judicial) on Case No. ZON-33-03, a request by Gary Vezzoso to
rezone two parcels located at 2003 and 2005 Blaine Street from R-2 (Combined Residential) to C-1 (Community Commercial). 5. Financial Report. 6. Council Reports. 7. Mayor’s Comments.
