1. Dispense with reading of the minutes of the July 6, 2004 Regular City Council Meeting and approve as written; 2. Approve acceptance of the minutes from the Caldwell Traffic Commission
held on July 6, 2004; the Historic Preservation Commission held on May 12, 2004 and June 9, 2004; and the Caldwell Public Hearing Before the Hearing Examiner held on April 30, 2004 and
May 26, 2004; 3. Approve Orders of Decision on Case No. SUB-58B(3)F-00 (Blackhawk #3), Case No. ZON-39-04 (Robillard rezone), Case Nos. ANN-88-04 & SUB-102P-04 (Brittany Heights), and
Case No. OA-56-04 (Transportation policies); 4. Approve Order of Decision on Case Nos. ANN-87-04 & & SUB/PUD-101P-04 (Kingsview PUD); 5. Approve Resolution accepting an agreement authorizing
signature of Addendum to the State/Local Agreement with the Idaho Transportation Department for the Linden/Tenth Signal Project; 6. Approve acceptance of a Warranty Deed for property
located at the Caldwell Industrial Airport from Harvey and Brenda Hudgens; 7. Approve Resolution authorizing the execution of the following easements: Sanitary Sewer, Water Line, Storm
Drainage, and Right-of-Way with MC Ventures, LLC for Clocktower Subdivision; 8. Approve Resolution for Grant Agreement with the Federal Aviation Administration in the amount of $1,242,585
for Airport Project (AIP14); 9. Accept Assessment Roll for Local Improvement District No. 02-1 and set the Public Hearing for August 16, 2004; 10. Accept Assessment Roll for Local Improvement
District No. 04-3 and set the Public Hearing for August 16, 2004; 11. Approve request from the Purchasing Agent for the disposal of an abandoned 1984 Dodge Pickup. OLD BUSINESS 1. Consider
Bill No. 29 (Ordinance No. 2515), a request by Caldwell East Urban Renewal Agency to rezone certain lands to C-2 (Community Commercial); with the request to waive the rules, pass on
the first reading, and approve the summary for publication. NEW BUSINESS 1. Consider offer by Jim McGarvin to pay fifty-seven cents per square foot for the property declared as excess
property in Blocks 4 and 5, City Addition. 2. Public Hearing (quasi-judicial) to consider declaration of excess City property located at 514 S. 6th Avenue. 3. Public Hearing (quasi-judicial)
on Case No. SUB-35(3)F-99 (Vallivue Heights Unit No. 3), a request by Liberty Development, Inc. for final plat approval of 24 residential and 3 common area lots. 4. Public Hearing (quasi-judicial)
on Case No. ZON-41-04, a request by Harold Guenthner to rezone a parcel from R-1 (Single Family Residential) to R-2 (Medium Density Residential). 5. Consider Bill No. 28 (Ordinance No.
2514) regarding Guenthner rezone, with the request to waive the rules and pass on the first reading and approve the summary for publication. 6. Public Hearing (legislative) on Case No.
OA-60-04, a request to hear concurrently a recommendation of the Impact Fee Advisory Committee to adopt the capital improvements plan and, if approved, to hear the recommendation of
the Impact Fee Advisory Committee to adopt an ordinance authorizing the imposition of Parks and Recreation Development Impact Fees. 7. Financial and Human Resource Reports. 8. Council
