PLEDGE OF ALLEGIANCE TO THE FLAG. ROLL CALL. SPECIAL PRESENTATIONS Employee of the Month ADDITIONS OR DELETIONS TO THE AGENDA. AUDIENCE PARTICIPATION. CONSENT CALENDAR: 1. Dispense with reading of the minutes of the May 17, 2004 Regular City Council Meeting and the May 27th, 2004 Special Council Meeting and approve as written; 2. Approve acceptance of the minutes from the Caldwell Planning and Zoning Commission held on February 11, 2004 and March 10, 2004, the Caldwell Public Hearing Before Hearing Examiner held on April 30, 2004, the Caldwell Public Library Board held on April 1, 2004, the Caldwell Historic Preservation Commission held on April 14, 2004, the Caldwell Golf Board held on April 21, 2004, and the Caldwell Industrial Airport Commission held on May 9, 2004; 3. Approve Orders of Decision on Case No. SUB-77F-02 (Brookfield Subdivision), Case No. OA-59-04 (Planned Unit Development, Section 10-03-07) and Case No. SUB-58(2)F-00 (Monarch Subdivision Unit No. 2); 4. Approve application for a grant sponsored by the National Endowment for the Arts, which would provide $35,000 to promote good urban design and universal design into the redevelopment; 5. Approve Resolution authorizing the execution of a State/Local Agreement with the Idaho Transportation Department for the Linden/Tenth Signal Project; 6. Approve Resolution authorizing the execution of a State/Local Agreement with the Idaho Transportation Department for the design and construction of the Caldwell Depot Rehabilitation; 7. Approve Findings of Fact, Conclusions of Law, and Order of Decision rejecting all bids received for the Indiana Reservoir Project; 8. Approve Resolution recognizing and directing the formation of the Impact Fee Advisory Committee; 9. Approve Resolution for Award of Bid for miscellaneous Concrete project LID 04-1 to Mark L. Hess Construction Inc. in the amount of $75,125.00. OLD BUSINESS 1. Consider Bill No. 16 (Ordinance No. 2502) amending Chapter 11, Article 2, Section 11-02-04 and adding Article 2, Section 11-02-07 regarding conditions of preliminary plat approval, with request to waive the three reading process, pass on the first reading, and approve summary for publication. NEW BUSINESS 1. Consider proposed exchange of property for the Monarch Well Site and set public hearing for July 6, 2004. 2. Public Hearing (quasi-judicial) on Case No. ZON-37-04, a request by Jeffrey Hall of Fast Trac Enterprises to rezone 2 lots at the southeast corner of North 10th Avenue and Freeport Street from R-3 to C-2. 3. Public Hearing (quasi-judicial) on Case No. SUB-86(2)F-03 (Charmae Springs No. 2), a request by I.D.A.H.O. Inc. and Sagewood Seniors, LP for final plat approval of 2 residential and 2 common area lots in an R-2 zone. 4. Public Hearing to consider confirmation of the Assessment Roll for Local Improvement District (LID) 03-3 for constructing sanitary sewer improvements between Ray Avenue and Brian Avenue (Ross Lane Sewer Project). 5. Public Hearing on the formation of Local Improvement District (LID) 04-4 for utility extensions and connections within the City of Caldwell. 6. Consider Bill No. 17 (Ordinance No. 2503) to create LID 04-4 for utility extensions and connections in the City of Caldwell, with request to waive the three reading process, pass on the first reading and approve for publication. 7. Public Hearing to consider Resolution declaring Blocks 4 and 5 of City Addition to be surplus property and in the public interest to sell property at auction. 8. Consider Bill No. 18 (Ordinance No. 2504) authorizing the City of Caldwell to create an irrigation utility. 9. Financial and Human Resource Reports. 10. Council Reports. 11. Mayor’s Comments 12.
