Approve acceptance of the minutes from the Regular City Council meeting held on May 7, 2007; the Caldwell Industrial Airport Commission meeting held on May 3, 2007; the Caldwell Planning & Zoning Hearing Examiner meeting held on April 24, 2007; the Caldwell Traffic Commission meeting held on May 7, 2007; the Caldwell Golf Board meeting held on April 18, 2007; and the Friends of the Depot meeting held on April 3, 2007; 2. Approve Order of Decision and Development Agreement for Case Nos. ANN-132-06 & SUB-156P-06 (Peregrine Estates Subdivision); 3. Approve Order of Decision and Development Agreement for Case No. ANN-138-06 (Grace Community Church dba Living Waters Worship Center annexation); 4. Approve Order of Decision for Case No. ANN-143-06 (Sandra Arreola annexation); 5. Approve Order of Decision for Case No. SUB-133(2)F-05 (Fieldcrest Village Subdivision No. 2); 6. Approve Order of Decision for Case No. SUB-92F-03 (South Park Commercial Subdivision); 7. Approve Resolution accepting dedication of sewer, water, storm drain, and street light improvements from Land Pro Development, LLC for Delaware Park Subdivision No. 8; 8. Approve Resolution authorizing the execution of Right-of-Way Acquisition Purchase Agreement with True Love Limited, LLC for the 21st and Chicago signalization project; 9. Approve Resolution authorizing the execution of a State/Local Agreement with Idaho Transportation Department for construction of the 21st & Chicago intersection improvement; 10. Approve Resolution authorizing additional release of permits for Kingsview Estates Subdivision No. 2; 11. Approve Resolution approving the Request for Qualifications for a New Mixed-Use, LEED Certified City Center Catalyst Redevelopment Project in Downtown Caldwell; 12. Approve request for a revised mileage rate for reimbursement of personal vehicle miles for City personnel attending to City business; 13. Approve appointment of Modesto Vega and Katie Malm to the Indian Creek Phase 2 Steering Committee with a term expiration of December 31, 2007. OLD BUSINESS: 1. Consider Bill No. 17 (Ordinance 2668) for Case No. ANN-150-07 (Jay Gibbons/Certified Mechanical Services, LLC annexation) with a request to waive the rules, pass on the first reading, and approve the summary for publication. 2. Continued Public Hearing (Quasi-Judicial): Case No. SUB-171P-07, a request by Stanley Consultants and JCB Land Development, LLC for preliminary plat approval of Blaisdell Subdivision consisting of 8 buildable lots in an R-3 (Multi-Family High Density Residential) zone. The site is located on Elm and Ash Street west of 10th Avenue. 3. Continued Public Hearing (Legislative): Case No.OA-83-07, a request by Caldwell’s Planning and Zoning Department for a text amendment to Section 10-08-02(8)E of the Zoning Ordinance concerning arborist contractor licensing in the City of Caldwell. 4. Consider Bill No. 19 (Ordinance 2670) for Case No. OA-83-07 (arborist contractor licensing) with a request to waive the rules, pass on the first reading, and approve the summary for publication. NEW BUSINESS: 1. Public Hearing (Legislative): Case No. OA-84-07, a request by Caldwell’s Planning and Zoning Director to adopt the amended zoning map that replaces a map adopted by the City Council on March 7, 2005. 2.
