ADDITIONS OR DELETIONS TO THE AGENDA. AUDIENCE PARTICIPATION. CONSENT CALENDAR: 1. Approve acceptance of the minutes from the Regular City Council meeting held on April 7, 2008; the
Caldwell Industrial Airport Commission meeting held on April 3, 2008; the Caldwell Historic Preservation Commission held on January 28, 2008; the Caldwell Hearing Examiner meeting held
on March 25, 2008; the Caldwell Planning & Zoning Commission held on March 11, 2008; and the Caldwell Golf Board meetings held on February 14, 2008 and March 27, 2008; 2. Approve Order
of Decision and Development Agreement for Case No. ANN-165-07/SUB-185P-07 (Selah Estates); 3. Approve Resolution authorizing the execution of a Joint Funding Agreement with the U.S.
Department of Interior (U.S. Geological Survey) for relocating the Indian Creek channel in the downtown area; 4. Approve Resolution authorizing the execution of a Reimbursement Agreement
with the City of Nampa for review of FEMA analysis of Indian Creek; 5. Approve request for contingency funds in the amount of $3,000 to defray travel expenses associated with Jordan
Ozuna, national representative from the City of Caldwell, traveling to the National League of City’s Youth, Education, and Families Council meetings; 6. Approve the request for contingency
funds in the amount of approximately $62,000 for purchasing Christmas decorations and lights for the downtown, Indian Creek, train depot, and 10th Avenue area; 7. Approve the appointment
of James Dowen to the Indian Creek Steering Committee. OLD BUSINESS: 1. Continued Public Hearing (Quasi-judicial): Case No. ANN-164-07 a request by the City of Caldwell for Category
B annexation of 26.05 acres with R-1 (Single-Family Residential) zoning and C-2 (Community Commercial) zoning and designations on the Caldwell Comprehensive Plan as Low Density Residential
and Commercial. The sites are located as follows: 4522 Lake Ave.; 2808 Marble Front Rd.; 2816 Marble Front Rd.; 1120 W. Logan St.; 1106 W. Logan St.; 3904 S. Indiana Ave.; 3912 S. Florida
Ave.; 104 Amber St.; 1409 E. Ustick Rd.; 5023 Hwy 20-26; 5205 Hwy 20-26; 715 Borchers Ln.; 723 Borchers Ln.; 5017 Hwy 20-26; 4114 Nelson Ln.; 712 Borchers Ln.; 2703 Marble Front Rd.;
2702 Marble Front Rd.; and 2722 Marble Front Rd. 2. Consider Bill No. 60 (Ordinance 2711) for Case No. ANN-165-07 (Selah Estates annexation) with a request to waive the rules, pass on
the first reading, and approve the summary for publication. NEW BUSINESS: 1. Public Hearing (Quasi-judicial): Case No. ANN-169-08 a request by Juso Kapic for annexation of 1.50 acres
with C-2 (Community Commercial) zoning, a comprehensive plan map amendment from Medium Density Residential to Commercial, and a development agreement. The site is located at 3521 E.
Ustick Road. 2. Public Hearing (Quasi-judicial): Case No. SUB-168PF-07 a request by Keystone Custom Homes and Roger Branom for short plat approval of Keystone Village Subdivision consisting
of 3 residential lots and 1 common lot. The site is located at the southeast corner of Florida Avenue and Mariah Court. 3. Public Hearing (Quasi-judicial): Case No. ZON-56-08/SUB-170PF-08
a request by 8080 Northview Partners LLC, Garden Properties LLC, and Bailey Engineering for a rezone of 3.48 acres from R-2 (Medium-Density Residential) to C-2 (Community Commercial)
and short plat approval for Kearney Business Condominiums consisting of 10 units and one common lot. The site is located at the southeast corner of Kearney Street and Centennial Way.
4. Public Hearing (Quasi-judicial): Case No. SUB-188P-08 a request by Sawgrass Commercial LLC, Ron Bath and WRG Design for preliminary plat approval of Sawgrass Commercial Subdivision
consisting of 16 commercial lots and 3 common lots. The site is located at 16069 Florida Avenue. 5. Public Hearing (Legislative): Case No. OA-89-07 a request by Caldwell’s Planning and
Zoning Director for an Ordinance Amendment to amend City Code Section 10-02-06 concerning signage regulations. 6. Consider Bill No. 61 (Ordinance 2712) for Case No. OA-89-07 (signage
regulations) with a request to waive the rules, pass on the first reading, and approve the summary for publication. 7. Financial & Human Resource Reports. 8. Council Reports. 9. Mayor’s
Comments. a. Purple Sage Golf Course update. 10. Consider action regarding golf course suspension issue. 11. Adjourn. Next Regular City Council Meeting is on Monday, May 5, 2008 at 7:00
