of the minutes of the March 1, 2004 Regular City Council Meeting and approve as written; 2. Approve acceptance of the minutes from the Caldwell Golf Board Meeting held on February 18,
2004 and the Caldwell Housing Authority Meetings held on December 10, 2002, 13 meetings held in 2003, January 2004 and February 2004; 3. Approve Order of Decisions on Case No. SUB-71(1)F-02
(Aspens Subdivision), Case No. SUB-59(2)F-01 (Stone Creek No. 2), Case No. ZON-36-03 (Salvador Morfin Rezone), and Case No. SUB-94P-03 (Newbury Estates Subdivision); 4. Approve request
to approve the irrigation plan for North Lake Acres Subdivision (impact area); 5. Approve Resolution adopting amendments to the Caldwell Comprehensive Plan; 6. Approve Resolution adopting
amendments to the City of Caldwell Employee Policy Manual; 7. Approve Resolution authorizing expenditure of contingency funds for the airport zone and overlay zones and for promotion
of airport land purchase project in the amount of $10,000; 8. Approve Resolution authorizing the execution of a Joint Exercise of Power Agreement for a License for Bike Path Construction,
Use, and Maintenance with the Caldwell School District No. 132; 9. Approve Resolution authorizing the execution of a Professional Engineering Services Agreement with Toothman-Orton Engineering
Company for services related to Caldwell Industrial Airport; 10. Approve Resolution authorizing the execution of an Agreement of Cooperation for the Construction and/or Maintenance of
Canal Crossings with Pioneer Irrigation District; 11. Approve the payout or PERSI 401(k) investment of compensatory time balances in the Fire Department. OLD BUSINESS 1. Consider Bill
No. 6 (Ordinance No. 2492), regarding Family YMCA annexation, with a request to waive the rules, pass on the first reading, and approve for publication. NEW BUSINESS 1. Consider acceptance
of a public debt collection fee for the City and set the Public Hearing for April 5, 2004. 2. Public Hearing (legislative) on Case No. OA-55-04, a request by the Community Development
Director to add daycare requirements to Zoning Ordinance No. 1451, Sections 10-02-09 and 10-02-10 relating to inspections and background checks. 3. Protest Hearing on the formation of
Local Improvement District (LID) 04-2, an LID for constructing street paving, drainage, and sewer improvements on Laurel Street. 4. Consider Bill No. 7 to form LID 04-2, with request
to waive the three reading process and pass Bill No. 7 on the first reading. 5. Protest Hearing on the formation of Local Improvement District (LID) 04-1, an LID for constructing and
replacing concrete curbs, gutters, sidewalks, driveway approaches and Downtown decorative improvements. 6. Consider Bill No. 8 to form LID 04-1, with request to waive the three reading
process and pass Bill No. 8 on the first reading. 7. Protest Hearing on the formation of Local Improvement District (LID) 04-3, an LID for constructing concrete curbs, gutters, driveway
approaches, base gravel, and street improvements on a portion of Nixon Street. 8. Consider Bill No. 9 to form LID 04-3, with request to waive the three reading process and pass Bill
