AUDIENCE PARTICIPATION. CONSENT CALENDAR: 1. Approve acceptance of the minutes from the Special and Regular City Council Meetings held on February 1, 2010; the Caldwell Hearing Examiner Meeting held on January 12, 2010; and the Caldwell Hearing Examiner Meeting held on January 26, 2010; 2. Approve Order of Decision for Case No. ZON-58-08-DAA (Eisenberg development agreement amendment); 3. Approve Order of Decision for Case No. ANN-177-09 (annexation for park at Orchard and 10th); 4. Approve Order of Decision for Case NO. OA-116-09 (Parks and Recreation Master Plan); 5. Approve Order of Decision for Case NO. OA-122-09 09 (Pathways and Bike Routes Master Plan); 6. Approve Resolution authorizing the Mayor and City Council to approve the Memorandum of Agreement with Tag Historical Research and Consulting to complete a reconnaissance survey for 25 residential properties and one church on Idaho Street between Ash Street on the south and Logan Street on the north; 7. Approve Resolution authorizing the Award of Contract to Metroquip for a 2010 Eagle Sweeper in the amount of $200,696; 8. Approve Resolution authorizing the request to declare City-owned property located at 315 North 5th Avenue (known as the PAL Center) as surplus public property; 9. Approve the appointment of Ann Manning, Bill Gigray, Cindy Grover, Larry Evans, Larry Spurling, Mark Pemble, Maureen Toomey, Nick Molenaar, Orion Lomax, Paul Mann, and Rod Garrett to the Pathways and Bike Routes Committee for a term to expire December 31, 2012; 10. Approve request from the Caldwell Night Rodeo to waive the City of Caldwell Wine License Renewal Fee in the amount of $200; 11. Approve request from Transportation Unlimited for a Taxicab Business Owner License; 12. Approve requests from the Caldwell Code Enforcement Department and the Recreation Department to destroy public records in accordance with the City of Caldwell Records Retention Policy; 13. Approve Resolution accepting the dedication of sewer, water, and storm drain improvements from S & H Homes for Cirrus Pointe Subdivision and Cirrus Pointe Off-site. OLD BUSINESS: 1. Continued Public Hearing (Quasi-judicial) to de-annex the Kingsview and Quail Ridge Subdivisions from the Caldwell Municipal Irrigation District 2. Continued Public Hearing (Quasi-judicial): Case Number SUB-122(E)-05 a request by Cirrus Pointe LLC, Combs Land Development, Inc. and Conger Management Group for a time extension for Cirrus Pointe Subdivision. This site is located on Indiana Avenue, north of Orchard Avenue and south of Karcher Road. 3. Consider Bill No. 31 (Ordinance No. 2813) for Case No. ANN-177-09 (Annexation for park site located at Orchard and 10th) with a request to waive the rules, pass on the first reading and approve the summary for publication. NEW BUSINESS: 1. Public Hearing (Quasi-judicial): Case Number SUB-164(E)-06 a request by Freehold Development and LEI Engineers + Surveyors for a time extension request for the preliminary plat of Sky Ranch Business Center #2 Phase 1 located approximately twelve hundred feet south of Highway 20/26 and three hundred feet east of Aviation Way. Public Hearing (Quasi-judicial): Case Number SUP-329-09 a request by Grand Slam LLC and T-O Engineers for an appeal to City Council for a special use permit for an assisted living apartment complex located in a C-3 Service Commercial zone at the northwest corner of Cleveland Boulevard and Homed3. Public Hearing (Quasi-judicial): Case Number DAN-178-10 a request by Dillon Caldwell LLC and Ed Salvi to de-annex from the City of Caldwell the following sites addressed as: 6301 Cleveland, 6609 Cleveland, 6515 Cleveland, 6423 Cleveland and 6515 Cleveland, generally located on the northeasterly side of Cleveland Boulevard immediately adjacent to the south4. Public Hearing (Legislative): Case Number OA-124-09 a request by the Planning and Zoning Department, Police Department, Fire Department, Streets Department, Engineering Department, Parks and Recreation and the City Clerk for an addition to Caldwell City Code to add Section 10-02-13 concerning a special events permitting process. 5. Consider Bill No. 4 (Ordinance No. 2819) (Special Event Permitting Process) with a request to waive the rules, pass on the first reading and approve the summary for publication 6. Public Hearing (Legislative): Case Number OA-125-09 a request by Caldwell Planning and Zoning Department to amend the City of Caldwell Sign Ordinance, Section 10-02-06, the City of Caldwell Daycare Ordinance, Section 10-02-10 and the City of Caldwell Landscape Ordinance, Chapter 10 Article 7. (This public hearing will be continued to March 1, 2010 per request of the applicant) 7. Financial & Human Resource Reports. 8. Council Reports. 9. Mayor’s Comments. 10.
